Chumbley Absent• Ward Paxton City Staff• Jon McCarty, City Manager Marty Hendrix, City Secretary The Called - Special Session of the Allen City Council was called to order by Mayor Pierson at 7:31 p.m. on Tuesday, September 1, 1981, at Rountree Elementary School, 800 E. Main Street. Fire Prevention/Civil Defense Budget Presentation Mayor Pierson advised the Council that Bob Acker, Fire Marshall, had not been able to make his budget presentation at the Council's Budget Retreat due to being called away for a personal emergency. Therefore, Mr. Acker would proceed with his presentation at this time. Bob Acker, Fire Marshall, presented to the Council the proposed budgets for Fire Prevention and Civil Defense. As part of the presentation on the Civil Defense Budget, Mr. Acker presented ideas for the implementation of the City's access channel on cable television. Those ideas consisted of setting up various types of programs and formats to provide messages to the residents of Allen, setting up a procedure for editing and approval of what is to appear on cable television, input of data into the access channel, and review of input data to insure correctness. The City Council discussed with Mr. Acker the contract labor amount shown under Fire Prevention, cost of radios and monitors in the Civil Defense Budget and briefly discussed the implementation of the access channel for cable television. ALLEN CITY COUNCIL September 1, 1981 Page 2 Fire Prevention/Civil Defense Budget Presentation Mr. Acker also presented a transparency of the civil defense siren locations and the radius areas they now serve. He advised the Council that in the next budget year they might expect the need for additional sirens due to the way Allen is expanding. The Council discussed with Mr. Acker the cost of additional sirens and the various sizesand types. There was no action taken on this item. Public Hearing: FY 1981 - 82 Proposed Budget (Agenda Item I) Mayor Pierson provided a brief budget overview of expenditure estimates by departments of the FY 1981 - 82 Proposed Budget for the City of Allen, including the new proposed additional personnel by department. Mayor Pierson opened the Public Hearing. Mr. Wayne Armand, 600 Spring Willow, spoke before the Council in opposition to various aspects of the proposed budget and asked questions regarding other areas. Mr. Jack Sidebotton, 597 High Trail, asked several questions regarding various areas of the proposed budget. Mayor Pierson closed the Public Hearing. There was no action taken on this item. Public Hearing: Revenue Sharing Funds - FY 1981 - 82 Proposed Budget (Agenda Item II) City Manager Jon McCarty provided those present with back- ground information on federal revenue sharing funds, procedures involved in obtaining the funds, and how the funds are expended. He presented a transparency showing the proposed Revenue Sharing Budget for FY 1981 - 82 and reviewed each expenditure shown. Mayor Pierson advised that a "Proposed Use Hearing" had been held on July 16, 1981, at which time requests for funds were received from the Chamber of Commerce and the Senior Citizens. The Council had considered their requests and had appropriated some funds accordingly. Mayor Pierson opened the Public Hearing. No one appeared to speak either for or against the Revenue Sharing Proposed Budget for FY 1981 - 82. ALLEN CITY COUNCIL September 1, 1981 Page 3 Public Hearing: Revenue Sharing Funds - (continued) FY 1981 - 82 Proposed Budget (Agenda Item II) The Council discussed briefly how the payments of revenue sharing funds were received by the City, the formula to determine the amount of funds the City received, and whether there was a possibility that these funds might be eliminated by the Federal Government. Mayor Pierson closed the Public Hearing. There was no action taken on this item. In further discussion, Mayor Pierson presented briefly a transparency of a chart showing the number of fire calls and ambulance calls made by the Volunteer Fire Department. The Council reviewed briefly the existing fire equipment and pointed out that an additional Suburban Vehicle would be purchased by the City in the near future as a back-up unit. With no further discussion, a motion was made by Councilman Andrew and seconded by Mayor Pro Tem Farmer to adjourn the Called - Special Session at 8:50 p.m. and to convene into Executive Session. The Council voted 6 - 0 in favor of the motion. In accordance with Article 6252-17 (Open Meeting Law), V.A.T.C.S., Section 2(g), the Council convened into Executive Session at 9:00 p.m. to discuss matters pertaining to personnel.
