A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AUTHORIZING WATERSHED PLANNING IN THE ROWLETT
CREEK WATERSHED; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the North Central Texas Council of Governments has facilitated local governments in pursuit of
a common vision for the Trinity River, including watershed management planning and stabilization of flood
risks; and,
WHEREAS, the North Central Teras Council of Governments serves as administrative agent on behalf of
participating local governments in cooperation with the U.S. Army Corps of Engineers for the Upper Trinity
Feasibility Study, which identified watershed management planning as a potential flood damage reduction
alternative; and,
WHEREAS, the Rowlett Creek Watershed of the Upper Trinity River Corridor is rapidly developing, has
historically experienced significant flooding and water quality problems; and,
WHEREAS, municipal and county jurisdictions within the Rowlett Creek Watershed, including but not limited
to Dallas and Collin County and the Cities of Allen, Dallas, Fairview, Frisco, Garland, McKinney, Murphy,
Parker, Plano, Richardson, Rowlett and Sachw, intend to commit local matching funds in cash and in-kind
services for a Watershed Planning Study.
NOW, THEREFORE, BE TT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
' SECTION 1. The Executive Director of the North Central Texas Council of Governments is authorized to
apply fm grants for a watershed planning study on behalf of the City of Allen.
SECTION 2. On behalf of the City of Allen, the Executive Director of the North Central Texas Council of
Governments is hereby authorized to enter into a contract with state and federal agencies for a watershed
planning study for the Rowlett Creek Watershed.
SECTION 3. The City of Allen intends to commit local matching funds in cash and in-kind services for a
watershed planning study.
SECTION 4. This resolution shall become effective immediately from and after its passage.
