Daugherty City Staff- Jon McCarty, City Manager Marty Hendrix, City Secretary The Called - Special Session of the Allen City Council was called to order by Mayor Pierson at 8:01 p.m. on Tuesday, Sep- tember 8, 1981, at Rountree Elementary School, 800 E. Main Street. Public Hearing: Proposed Tax Rate FY 1981 - 82 (Agenda Item I) City Manager Jon McCarty presented an overview of the proposed FY 1981 - 82 Budget, which included revenue projections, property appraisal values in the City of Allen, an explanation of the ad valorem taxes, the calculation of the effective tax rate, increase in the tax rate resulting from maintaining the 43C per $100 evaluation, a survey of property values in Allen on the tax roll, tax rates in other surrounding cities of the Dallas/Fort Worth Metroplex and taxes in other parts of the United States. He also presented the new proposed City services and talked about the increment of service. He reviewed the bond program and bond indebtness and also presented personnel proposals for each City Department. Mayor Pierson opened the Public Hearing on the proposed tax rate. The following residents of the City of Allen spoke before the Council either in opposition to the proposed tax rate, on the proposed tax rate and/or asked questions pertaining to the proposed tax rate and proposed budget: O. There was no action taken on this item. Set Date for Adoption of Tax Rate for FY 1981 - 82 (Agenda Item II) The Council discussed briefly the proposed meeting date for the adoption of the tax rate and the legal requirements for the meeting date. Upon a motion made by Mayor Pro Tem Farmer and seconded by Councilman Chumbley, the Council voted 6 - 0 to set the public meeting date for adoption of the tax rate for Thursday, September 17, 1981 at 7:30 p.m., at Rountree Elementary School, 800 E. Main Street, which is the Council's regular meeting date. Upon a motion made by Councilman Andrew and seconded by Mayor Pro Tem Farmer, the Council voted 6 - 0 to set a meeting date of Tuesday, September 15, 1981, at 7:30 p.m., for a Budget Workshop on the proposed FY 1981 - 82 Budget; and the cancellation of the previously scheduled workshop on the new Zoning Ordinance scheduled for that date and time. 22 ALLEN CITY COUNCIL September 8, 1981 Page 3 Mayor Pierson directed the City Secretary to advise the Planning and Zoning Commission that the workshop on the new Zoning Ordinance had been cancelled. The Council briefly discussed what directions should be given to the City Staff on what areas of the budget should be reduced or eliminated. It was the consensus of the City Council that they were to provide the City Manager with their thoughts on the budget by the close of business on Thursday, September 10, 1981. Upon a motion made by Mayor Pro Tem Farmer and seconded by Councilman Andrew, the Council voted 6 - 0 to adjourn the Called - Special Session of the Allen City Council at 11:10 p.m. 1981.
