R-2157-4-03RESOLUTION NO. 2157-4-03(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING THE PASSAGE OF ENABLING LEGISLATION FOR PHOTOGRAPHIC TRAFFIC CONTROL SIGNAL ENFORCEMENT BY THE 787H TEXAS LEGISLATURE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in Texas, the disregard of traffic control signals caused 16,500 accidents in 2000 of which 126 were fatal; and, WHEREAS, from 1992-2000, Texas experienced 800 deaths resulting from traffic control signal violations; and, WHEREAS, the disregard of traffic control signal costs the citizens of United States an estimated $12 billion per year in lost wages, medical bills and damages; and, WHEREAS, photographic traffic control signal enforcement techniques have been used worldwide for over forty years; and, WHEREAS, currently in the United States only eleven states and the District of Columbia have laws that permit photographic traffic control signal enforcement, and the statistics from these states show that the number of accidents and fatalities from traffic control signal violations have been significantly reduced since such laws were enacted. ' NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1: The City Council recognizes that a traffic control signal violation epidemic exists in the State of Texas; and that photographic enforcement of traffic control signals is a proven and effective method to address this problem. SECTION 2: The City Council hereby supports the passage of enabling legislation for photographic traffic control signal enforcement by the 78n Texas Legislature, and encourages other local and State government officials to support this important issue. SECTION 3: This resolution shall become effective immediately from and after its passage.
