R-2111-11-02RESOLUTION NO. 2111-11-02(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COT IJT' COUNTY, TEXAS, SUPPORTING SCENIC ECONOMIC DEVELOPMENT LEGISLATION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Allen has no authority to stop billboards on the gateways that lead into its City; and, WHEREAS, the roads within the state are a public investment; and, WHEREAS, the roads are heavily traveled by tourists and residents who fund the construction, operation and maintenance of the roads and who participate in the City and the state economy; and, WHEREAS, the City and state economy is dependent on the preservation of the state's natural beauty; and, WHEREAS, regional roadway scenes are directly related to the economy of the City and the state; and, WHEREAS, it is desirable to protect the public investment in the state roadways; preserve and promote the natural beauty of the state roadways; and encourage economic development through tourism. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1: The City of Allen supports a legislative proposal stopping the construction of new billboards statewide. SECTION 2: The City of Allen supports a legislative proposal allowing a National Scenic Byways Program in Texas that will provide for additional federal funding for roads that are either aesthetically, culturally, archeologically, historically, or recreationally significant. SECTION 3: These proposed bills will promote the convenience and enjoyment of the traveling public; protect the public investment in the state roadways; protect and encourage local and state economic development though tourism; preserve and promote the natural beauty of the roadways; enhance local and state recreational resources; and promote the natural beauty of the region. SECTION 3: The City Secretary shall forward a certified copy of this Resolution to Margaret Lloyd, Executive Director, Scenic Texas, Inc., 3015 Richmond Avenue, Suite 220, Houston, TX 77098. SECTION 4: This Resolution shall become effective from and after its passage.
