R-2048-5-02RESOLUTION NO. 2048-5-02(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, RESOLVING TO SUPPORT THE ENERGY EFFICIENCY GOALS ESTABLISHED IN SENATE BILL 5 OF THE 77TH LEGISLATIVE SESSION OF 1001, STATE OF TEXAS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Senate Bill 5 of the 77a Legislative Session of 2001 establishes the Texas Emissions Reduction Plan to assure the an in the state is safe to breathe and meets minimum federal standards established under the clean air act (42 U.S.C. section 7407); and, WHEREAS, the City of Allen, Collin County, Texas, is located in a designated an quality non -attainment area; and, WHEREAS, the Texas Emissions Reduction Plan requires municipalities in non -attainment areas to implement all energy conservation measures that meet the standards established for a contract for energy conservation measures under Section 302.004(b), Local Government Code, in order to reduce electricity consumption by the existing facilities of the political subdivision; and, WHEREAS, Senate Bill 5 indicates tbat each political subdivision in non -attainment areas shall establish a goal to reduce the electricity consumption by the political subdivision by five percent per year for five years beginning January 1, 2002; and, ' WHEREAS, reduction in electric consumption will reduce total electric generation requirements and thus have a beneficial impact on air quality. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1: The City Council of the City of Allen, Collin County, Texas, hereby establishes an electric consumption reduction goal for the City to reduce electric consumption by five percent per year for five years beginning January 1, 2002 for facilities that existed on September 30, 2001. SECTION 2: This resolution shall become effective immediately upon its passage.
