Daugherty Don Rodenbaugh Ward Paxton Dennis Offutt City Staff: Marty Hendrix, City Secretary The called - special work shop session of the Allen City Council was called to order by Mayor Pierson at 7:40 p.m. on Monday, April 19, 1982, at Boyd Elementary School, 900 Jupiter Road. This work shop session was called by the City Council to discuss matters pertaining to planning and development for the City of Allen. The City Council reviewed the materials provided by the City Staff for use in their discussions. The materials con- sisted of two maps, one showing the existing city limits, school district boundaries and existing zoning for the city and the other map showed the existing city limits, school district boundaries, and the proposed land use plan. Other materials included a copy of the recent update of the Compre- hensive Plan prepared by Frank Osgood Associates for planning district 4, and excerpts from State Law on zoning and sub- division controls. The City Council's discussion covered the following topics: 1. Distribution of development in the City of Allen as it pertains to the east and west sides of the city, including costs of development, the economic situations existing today, and various types of housing. 2. The use of planned development, how it works, the negotiation of the planned development districts with the developers by the City and the final site plan approval. 3. The various types of zoning, trying to take into consideration zoning based on value, performance i zoning and using those types of items to insure •�� quality development. 4. The progress of development in other surrounding cities such as Plano, Richardson, McKinney, etc. 5. The use of density and the need to establish the densities for each existing planning district in the City. 6. The establishing of controls for development in the City by using planning, zoning, the subdivision ordinance, etc. a ALLEN CITY COUNCIL April 19, 1982 Page 2 7. The establishing of policies for the planning so that developers know what to expect from the City. S. The need for a large industrial tract within the City and School District boundaries. r 9. Establishing criteria for some ranch estates development within the City. Upon completion of their discussion, the Council reviewed dates to hold another work shop session. It was the consensus of the Council to call a work shop session for Thursday, April 29, 1982, at 7:30 p.m. at Rountree Elementary School, if the facilities are available. The Council requested that the City Staff prepare some figures showing the existing densities for each development in the planning districts to date.
