R-1827-4-00' - RESOLUTIONNO. 1827-4-00(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE CULTURAL ARTS STRATEGIC PLAN 2000 FOR IMPLEMENTATION BY THE ALLEN ARTS ALLIANCE BOARD. WHEREAS, the City Council of the City of Allen desires to develop cultural arts programs for the benefit of all citizens of Allen; and, WHEREAS, the City Council of the City of Allen desires to afford its citizens the knowledge and information needed to pursue a high quality of life; and, WHEREAS, the City Council of the City of Allen desires to work with the Allen Independent School District in the development and use of facilities for cultural purposes; and, WHEREAS, Consultant Mary Vail, the Allen Arts Alliance and City Staff worked jointly to develop and recommend a strategic plan for the development of the arts. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1: The City Council of the City of Allen hereby adopts the Cultural Arts Strategic Plan ' 2000 m approved by the Allen Arts Alliance Board. APPROVED: Stephen Terrell, MAYOR ATTEST: J y Mo diJi'rn, CMC, CITY SECRETARY ARY 77 u CITY OF ALLEN ARTS ALLIANCE CULTURAL ARTS STRATEGIC PLAN 2000 draft approved by Arts Alliance Board 3/14/00 amendments made by City Council 416100 INTRODUCTION In 1997 the Allen Chamber of Commerce Leadership Class IX adopted the issue of the Arts in Allen as its class project. As a result of the efforts of the Leadership class, and the recommendations made by the group to the City of Allen, the City Council created the Allen Arts Alliance Board in 1998 with the mission to "promote, nurture and celebrate the arts in the City of Allen". In recent years the City of Allen has experienced a very rapid growth in population as well as in commercial and retail businesses. This growth has spurred a large increase in a well-educated, sophisticated population interested in the development of cultural arts facilities and programs, as well as the promotion of a cultural atmosphere and image for the community. In the past few years Allen has seen the creation of several new artistic and cultural groups and endeavors in the community including the Allen Philharmonic Symphony, the Encore Theatre Company, annual presentations of "The Nutcracker- by the Allen Civic Ballet, the annual Allen Arts Fest, Sunday, Summer and Fall Sounds Concert series, and an annual City -sponsored photography contest. These groups and events have received strong support from the community. In response to the enthusiastic interest of both residents and the business community, the City asked the Arts Alliance Board to create a strategic plan for the overall development of the cultural arts in the City of Allen. The Arts Alliance sought public ' input through a survey of residents, focus groups, and interviews with key figures in the local art community, business, education, government and youth, in order to steer the plan in areas of importance to the community. This "blueprint", or strategic plan, is intended to set the course and direction for the support and development of the cultural arts in Allen by the city government, the business community, the arts community and the residents of Allen. It is not intended to be a comprehensive master plan, but a "plan to plan" for the future, to identify initial goals and objectives and establish a framework to launch the effort. The intention is to create, with the input of the community, the vision of the desirable art and cultural aspects of the city, and then to set a broad course for making this vision a reality. This is an evolving document that will be periodically updated, with community input, to respond to changing needs, priorities and new opportunities. Vision Statement of the Arts Alliance The Allen Arts Alliance Board will establish itself as Allen's leading arts organization, commissioned to assist all arts -related endeavors. The Board will support the goals of the City Council through interactive participation with citizens, schools, civic organizations and business/industry. We will promote ongoing funding sources to nurture arts development and to celebrate creativity. These efforts will foster a cooperative environment for the arts and distinguish Allen as a special place to live. Goals and Objectives of the Arts Alliance Board Goals 1. Serve as the official advisory and planning body on the arts and culture for the City. 2 Develop and administer a strategic plan for arts and culture that identifies the elements necessary to implement the goals of the City and the community in this area. 3. Provide opportunities for the public to attend, participate in and support arts, cultural and arts education activities. 4. Provide opportunities for young people to experience arts activities both inside and outside school settings and to participate in those activities with their families. 5. Review funding requests from arts and cultural organizations, establish criteria for making grants and recommend to the City Council how monies will be allocated to arts organizations seeking funding. ' 6. Establish a Public Art Program in Allen. 7. In partnership with the school district, identify and seek to ensure availability of existing facilities and work to jointly develop new arts and cultural facilities in the community. 8. Promote local art and culture as a key component of Allen's economic well-being and overall quality of life. 9. Generate financial resources from both the public and private sectors in order to meet the vision and goals of the City and the community in the area of arts and culture. 10. Create within the city a climate in which the arts may flourish through active participation and cooperation of government, business, education and the private sector. These goals of the Arts Alliance Board establish the results toward which the efforts of the Board will be directed. The objectives that follow identify the actions that will be required to accomplish these goals. ' CITY OF ALLEN ARTS ALLIANCE BOARD Goal 1 Serve as the official advisory and planning body on the arts and culture for the City. Goal 2 Develop and administer a strategic plan for arts and culture in the city, that identifies the elements necessary to implement the goals of the City and the community. Objectives A. Develop and adopt bylaws for the Arts Alliance Board, including a specific charge to the Board to be approved by the City Council. Schedule: September 2000 B. Work with City staff to identify the appropriate department to house the cultural arts program and to provide the necessary staff support. Schedule: August 2000 C. Through the annual budget process, establish a workplan to include programming, staffing and expenditure estimates. Identify specific revenue sources to support art and cultural programming and facilities, such as the Hotel/Motel Tax or Cellular Antenna Tower Fees, and support the establishment of a permanent Endowment for the Arts to provide an ongoing revenue source. Schedule: City Budget schedule/ongoing D. Initiate the process for the creation of an independent, non-profit Allen Cultural Arts Association, to further develop and maintain support for cultural arts in the community. Support for the arts would be established through memberships in the association, fundraising for the arts through events and programs, as well as seeking grants and underwriting of events from private foundations and corporations, and development of a volunteer pool to provide support in the implementation of events and programs. This Association would work closely with the City Board in developing and supporting the cultural arts environment in Allen. Schedule: December 2000 E. The Arts Alliance Board would serve as founding, interim, board members for the non-profit association to provide continuity for the start-up of the Association. During the first year, permanent board members would be solicited and a staggered replacement of Arts Alliance board members would be implemented. ' Schedule: 2001 F. The Arts Alliance Board and the Association would work together to develop ' annual plans for seeking grants to support the strategic plan, from federal, state and private foundations, as well as corporate underwriting and sponsorship of individual events and programs. Schedule: 2001 and ongoing G. Adopt the initial Strategic Plan and review and update the Plan on an annual basis. Schedule: May 2000 and annually thereafter CULTURAL ART EVENTS AND PROGRAMS Goal 3 Provide opportunities for the public to attend, participate in and support arts, cultural and arts education activities. Objectives A. Sponsor and support community programs and projects, as well as develop and implement programs and projects that enrich the cultural life of the city. Schedule: Ongoing ' B. Coordinate art and cultural activities with all City departments and other organizations to avoid duplication and to enhance the breadth and scope of cultural programs within the community. Schedule: Ongoing C. Continue to manage the current schedule of programs, including: the annual Allen Arts Fest; the Summer, Fall and Sunday Sounds Concert Series; and consider developing new programming such as a film festival, a youth cultural event or summer theater in the park. Schedule: Ongoing 6. Establish a City Art Collection to be used as a rotating display in public buildings and public areas of private facilities. The artwork could be owned by the City or procured for temporary display. Schedule: To be determined 7. Support local artists by displaying their works in public facilities and providing opportunities to share their work and knowledge with the public. Schedule: Ongoing ' ARTS EDUCATION Goal 4 Provide opportunities for young people to experience arts activities both inside and outside school settings and to participate in those activities with their families. Objectives A. Plan and support programs that extend community cultural resources to school-age youth. Schedule: Ongoing B. Seek City funding for arts in education grants to schools and organizations. Schedule: Ongoing C. Support local agencies and organizations that provide cultural art opportunities for youth. Schedule: Ongoing D. Provide opportunities through the City's Parks and Recreation Department for youth art and cultural activities such as; summer art ramps, children's theater, youth band or chorus, art and music appreciation classes, field trips to cultural performances and events. Schedule: Ongoing E. Work with the schools in the development and joint sponsorship of youth oriented events and programs such as the Multi Arts Madness Festival. Schedule: Ongoing GRANT PROGRAM Goa -1-5 Review funding requests from arts and cultural organizations, establish criteria for making grants and recommend to the City Council how monies will be allocated to arts organizations seeking funding. Objectives A. Serve as the administrator for revenues identified by the City Council to be ' used to develop and support the cultural arts in Allen. Schedule: Annual process ' B. Develop, adopt and implement the guidelines and process for the Grant Program. Review the process and guidelines annually and make any adjustments necessary. Schedule: Adopt June 2000, annual review and revision as necessary C. Be an advocate to the City Council to designate a specific revenue source for the support and development of cultural and art programs in the community, to include the establishment of an Endowment Fund for the Arts. Schedule: Ongoing PUBLIC ART PROGRAM Coal 6 Establish a Public Art Program in the City of Allen. Objectives A. Work with other appropriate City Boards and Departments, such as Planning and Public Works, to develop a policy statement and program guidelines for adoption by the City Council to include: ' 1. the goal of the City to incorporate art elements in all public projects, facilities and buildings, 2. the designation of a revenue source to provide funding for the Public Art Program, 3. a process for identifying and selecting the appropriate art forms for each area, 4. an inventory of buildings, parks, open space and other areas in the city where public art would be appropriate, Schedule: March 2001 B. Work with the Planning Department to develop and implement a program to encourage art elements in private development projects, through the design review process and planning guidelines Schedule: To be determined kFACILITIES Goal 7 In partnership with the school district identify and seek to ensure availability of existing facilities and work to jointly develop new arts and cultural facilities in the community. Objectives A. Support, and participate in, the planning and construction of a City owned and operated Civic Auditorium and Gallery, as part of the new Central Library. Support the application for the use of CDC funds for the land acquisition and development of the facility. Schedule: Ongoing (2000-2002) B. Identify and develop a resource inventory of existing public and private facilities, including school district facilities, that could be used for art and cultural displays, activities and performances. Work with the school district to ensure availability of school facilities for community cultural uses. Serve as an information resource to individuals and groups looking for facilities in the community. ' Schedule: To be determined C. Develop a policy and program for rental of existing and future public facilities for art and cultural related programs, to generate revenues to support the maintenance and operation of the Civic Auditorium and Gallery, as well as cultural programming. Schedule To be determined D. Work with City staff to identify the appropriate department and personnel to manage the operation of the Civic Auditorium and Gallery, and coordinate the use of other public facilities for art and cultural programming and events. Schedule: To be determined in conjunction with the construction of the facility. FUNDRAISING Goal 8 Promote local art and culture as a key component of Allen's economic well-being and overall quality of life. ' Goal 9 Generate financial resources from both the public and private sectors in order to meet the vision and goals of the City and the community in the area of arts and culture. Goal 10 Create within the city a climate in which the arts may flourish through active participation and cooperation of government, business, education and the private sector. Objectives A. Supplement City revenues by seeking funding from appropriate local, state and federal, public and private sources and developing and maintaining revenue generating activities that complement the efforts of local art agencies and organizations. Schedule: Ongoing B. Work with the Chamber of Commerce and the business community to increase awareness of the positive economic impact of developing the cultural image and identity of the community. Schedule: Ongoing C. Publicize the results of the 1997 Economic Impact Study of the Arts and ' Cultural Organizations in North Texas by the North Texas Commission and the Dallas Business Community for the Arts, which showed that in 1997 the economic impact of the arts in north Texas was $540 million. Use this information to develop a capital campaign to raise $50,000.00 for Civic Plaza artwork, and to establish future support for funding of art facilities and programming. Emphasize that the arts generate employment and tax revenues in addition to the less tangible contributions to quality of life. Schedule: Develop schedule for Civic Plaza capital campaign to be completed in 2001, other ongoing C. Work closely with the non-profit corporation to develop joint fundraising strategies. Schedule: To be determined D. Solicit corporate sponsorships and gifts to support specific events and programs. Schedule: Ongoing E. Establish annual fundraising goals tied to the annual workplan and budget. Identify matching goals for the non-profit corporation. Schedule: Ongoing as part of annual budget development process F. Develop a comprehensive packet of fundraising materials and a comprehensive fundraising strategy to meet specific annual fundraising goals. Review on an annual basis to address new developments and opportunities. Schedule: Fundraising materials to be developed by June 2000, annual ongoing review and update. 10
