Steger, Jr., Vice President/ Incoming President Truett Smith, Secretary/Treasurer David McCall, Chairman, Regional Wastewater Committee NTMWD Staff: Carl Riehn, Executive Director The called - special workshop session was called to order by Marvin Youngblood at 7:00 p.m. on Thursday, April 28, 1983, in the Conference Room of the North Texas Municipal Water District Offices on Brown Road in Wylie, Texas. Carl Riehn, Executive Director of the NTMWD, opened the work- shop session by making a presentation on the status of the progress of securing a wastewater discharge permit for the Wilson Creek Wastewater Treatment Plant. Mr. Riehn advised of the status of the hearings in Austin for the permit and the pending decision. Mr. Riehn presented a map showing the service area of the North Texas Municipal Water District and the three bodies of water providing service, those being Lake Lavon, Lake Ray Hubbard and White Rock Lake. Mr. Riehn explained the service areas, the location of the various wastewater plants now in existence and the capacities of these plants, and the reasoning behind the placement of the proposed plant at the Wilson Creek site. Mr. Riehn also explained the testing and monitoring of the lake for wastewater discharge and provided statistics on the estimated amounts at the Wilson Creek site. Mr. Riehn then provided background information on the development of federal grant programs, how requests for grants are prioritized and awarded, the time frame to apply and try to obtain grant funds, the need to secure the wastewater discharge permit before grant funds will be approved for this project, the costs for preparation of plans and specifications for this plant's construction, and the proposed "fast tracking" of plans and specifications in order to apply for grant funds, and the costs for proceeding with construction without grant funds. Mr. Riehn presented information on the construction of interceptors that would carry the wastewater from the various cities to the Wilson Creek Plant site and the three proposed funding mechanisms for construction of the interceptors. Allen City Council/ North Texas Municipal Water District April 28, 1983 Page 2 Making four major assumptions, Mr. Riehn presented data showing cost estimates for the construction of the Wilson Creek Plant with the interceptors, using grant funds and without grant funds. The data showed the projected connections, initial construction cost of the plant with variable plant program, interceptors and lift stations, percentage of connections by city, estimated cost impact for regional system plant and interceptors, estimated cost impact with grant, and an individual city com- parison for Allen. In an around the table discussion, the Allen City Council discussed with Mr. Riehn the current capacity of the Rowlett Creek Plant, contingency plans if the wastewater discharge permit is not approved, building of package plants, the time cycle for developing more sound alternatives if another site has to be chosen, where the interceptors have to be placed in Allen, costs for pumping to the Wilson Creek site, the population of residents within one-fourth of a mile of the Wilson Creek site, the time phase for applying for the grant funds and if there was any way to expedite application for the grant funds once the permit is approved, the development of the plans and specifications and the costs for such, the use of "fast tracking" for preparation of some plans for construction, and the placement of the plant in the middle area portion of the extension of the lake rather than the proposed location. In further discussion, a straw poll was taken and Allen City Council Members Rodenbaugh, Farmer, McClure, Offutt, Womack and Mayor Pierson indicated to the North Texas Municipal Water District that they were in favor of the Water District proceeding with plans and specifications for the Wilson Creek Plant without any further delay. Council Member Paxton did not vote. The called - special workshop session was recessed at 8:45 p.m. The workshop session reconvened at 8:52 p.m. City Manager Son McCarty spoke before the Water District on the growth of Allen over the last decade, the relationship between the City of Allen and the North Texas Municipal Water District, and provided examples of the cooperative efforts between the two entities, and advised that the City of Allen would like to become a member city of the Water District. City Manager McCarty then advised the Water District of the city's bond election for water and sewer revenue bonds held in 1979 and presented a map showing the existing water and sewer lines and the capital improvement projects for water and sewer. Mr. McCarty also advised of the recent raise in water rates and the study done for the implementation for a second delivery point. Mr. McCarty advised of the City of Allen's desire to discuss the possibility of the Water District providing some assistance to the city in constructing the facilities for a second delivery point and suggested that Policy Statement No. 8 could be used as a mechanism for that assistance. The City Council and the NTMWD Executive Board discussed the location for the second delivery point, what mechanisms could v be used to fund this project, and the fact that a formal pre- sentation would have to be made to the Water District Board. The Executive Board of NTMWD also advised the Council of the process when requesting member status to the NTMWD, the fact that only one city has been granted that status since the district was formed, the election that has to be held if the member status is approved, and the formal presentation of the request to the Water District Board. The Executive Board also provided the Council with their feelings on this request and emphasized the right timing for the request and that the city should give a lot of thought to all aspects of the request for member status.
