The called - special workshop session of the Allen City
Council was called to order by Mayor Pierson at 7:35 p.m. on
Thursday, June 30, 1983, in the Council Chambers of the Allen
Municipal Annex, 1 Butler Circle.
The called - special workshop session was scheduled in
order to discuss matters pertaining to the upcoming budget
preparation for the fiscal year 1983 - 1984.
City Manager McCarty distributed to the City Council a
packet of information regarding the preparation of the FY 1983 -
1984 Budget. The packet contained charts showing the general
fund, water and sewer fund, general fund revenues, water and
sewer fund revenues, schedule of bond indebtedness, tax rate
distribution, budget summaries per department, budget summaries
per department with service level I and maximum service level,
projected salary summary, budget issues for 1983 - 84, status
of general obligation bonds and water and sewer revenue bonds,
debt service requirements for a 20 -year schedule, and the
estimated amounts for new personnel and capital items for a
five year period beginning with FY 1983 - 84.
City Manager McCarty presented corresponding transparencies
of the packet items and reviewed each of them with the City
Council.
The Council discussed with the City Manager the proposal
for establishing a policy statement regarding the competitiveness
of the salaries for the City of Allen with other adjacent cities;
the hiring of a full-time fire chief in the next budget year;
the hiring of an engineer, the bond indebtness and bond amount
yet to be sold, the removing of automobiles from the tax role
and the homestead exemption, the need to increase the water
and sewer rates, the leasing of equipment rather than the purchase
of equipment, and the setting up of reserve funds.
Mayor Pierson adjourned the called - special workshop
session at 10:38 p.m.
