' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, REQUESTING SUPPORT OF THE NORTH TEXAS TOLLWAY
AUTHORITY AND TEXAS DEPARTMENT OF TRANSPORTATION FOR TOLL
REVENUE FINANCING OF SH 121.
WHEREAS, the City of Allen and its citizens have demonstrated their support for the timely completion of
SH 121 through public resolutions, actions and testimony; and,
WHEREAS, public funding of major transportation projects continues to face significant obstacles; and,
WHEREAS, there exists the potential for financing all or some portion of SH 121 between US 75 and I -35E
through the use of toll financing should the North Texas Tollway Authority determine the feasibility of such
financing for this project; and,
WHEREAS, the federal Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the
Transportation Efficiency Act for the 21' Century (TEA21) allow for toll road bond funds to be augmented
with federal transportation funds to build toll roads under certain conditions.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: The City Council of the City of Allen does hereby respectfully request the North Texas
Tollway Authority take such actions and conduct such studies as may be required to determine the viability of
financing all or any portion of SH 121 between US 75 and I -35E with toll road bonds or with a combination
of toll road bonds and federal transportation funds; and,
SECTION 2: The City Council of the City of Allen does hereby request that the Texas Department of
Transportation consider various project phases to expedite construction of the SH 121 between US 75 and 1-
35E and assist the North Texas Tollway Authority in determining the feasibility of toll road financing of all or
any portion of SH 121 between US 75 and I -35E; and,
SECTION 3: The City Council of the City of Allen shall lend its full support to the North Texas Tollway
Authority, TxDOT (Texas Department of Transportation) and others in completing the necessary studies,
acquisition of rightof--way, relocation of utilities and completion of construction on a timely basis.
