' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AMENDING THE COUNCILS GOVERNANCE POLICIES BY
AMENDING GOVERNANCE PROCESS POLICY 2.1; PROVIDING FOR
RENUMBERING ITEMS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Allen City Council approved Resolution No. 1611-7-98(R), adopting Governance Policies to
provide the best and most efficient administration of city government possible to the citizens of Allen; and,
WHEREAS, the City Council, approved a Communications and Marketing Plan. 1998-2WO which called for
the public information officer and a new staff communications and marketing committee to develop a media
relations policy for all City employees, the City Council and board/commission members.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: Governance Process Policy 2. 1, Governing Style, shall be and the same is hereby amended to
add the following paragraph:
2.1.1. The Council will operate in all ways mindful of its public trusteeship obligation to the
citizenry who morally own city government.
' A. Councilmembers are answerable to the citizenry and the news media for the Council's
policy decisions and their individual votes, and will not delegate this accountability to
the City Manager, City Secretary, City Attorney, or Municipal Judge without first
providing specific instructions.
SECTION 2: Governance Process Policy 2.1 shall be renumbered as needed to accommodate the paragraphs
that were added or eliminated.
SECTION 3: This Resolution shall become effective from and atter its passage.
DULY PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ON THIS THE 3RD DAY OF DECEMBER, 1998.
