R-1527-9-97' RESOLUTION NO. 1527-9-97(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, STATE OF TEXAS, SUPPORTING COMMON DEVELOPMENT STANDARDS ALONG SH 121 AND ABUTTING THE COLONY, FRISCO, PLANO, ALLEN AND McEINNEY. WHEREAS, the cities of Allen, The Colony, Frisco, McKinney, Plano (Cities) and Collin County (County) by virtue of Interlocal Agreements established a Technical Committee to study ways to mitigate right-of-way (ROW) costs and enhance the quality of future developments along SH 121 from Paige Road to US 75; and, WHEREAS, the Technical Committee has recommended a set of possible development criteria. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: SECTION 1: The City of Allen, Texas, hereby supports common development standards in the SH 121 corridor; ' SECTION 2: The City Council directs the City Manager to evaluate the Technical Committee criteria and recommend an appropriate implementation procedure for the City of Allen. CIRTY2 QF PI -ANO FAX N0. 972 461 7396 P._04/05 S.H. 121 STUDY GROUP POSSIBLE DEVELOPMENT CRITERIA The items listed below are proposed for possible inclusion in guidelines and/or overlay districts to be adopted by the cities of Allen, The Colony, Frisco, McKinney, and Plano: 1. Purpose - To ensure that development along S.H. 121 includes streetscape treatments that reflect the importance of this roadway as a major regional expressway and as a major gateway to the cities along it. 2. District Boundaries - This overlay district should apply to all property within a minimum of 1,200 feet of the centerline of S.H. 121. Where possible, a parallel roadway should be used to define the northern and/or southern boundary of the district. 3. Land Use - Single-family and duplex residential uses should be a minimum of 1,200 feet away from the canterline of S.H. 121. Multi -family development may be located within this distance if the development provides noise mitigation in accordance with the National Environmental Policy Act and its subsequent updates. 4. Landscaoinq - A minimum 30 foot landscaped edge, as measured from the right- of-way line of the proposed expressway design, should be placed along the frontage of S.H. 121 and along all north/south intersecting or crossing thoroughfares of four lanes or greater (as identified on the city's thoroughfare plan). The landscaped edge may be reduced by as much as 15 feet if the combined width of unpaved right-of-way and landscaped edge is a minimum of 40 feet. The landscaped edge should generally consist of trees, shrubs, ground cover, berms and related elements. (Specific requirements for the sizes, types, and placement of plant materials should be prepared for distribution by the city to Prospective developers along S.H. 121.) Where a parking lot is placed between a building and one of the roadways described above, an earthen berm of at least 18 inches in height should be included in the landscape edge. 5. Signage - No billboards or off -premises signs are allowed in the overlay district. At a minimum, signs must conform to The National Beautification Act and its subsequent updates. Monument 'design (pole signs are allowed only where it can be demonstrated that a monument sign would not be visible from the main lanes of S.H. 121 due to bridges. overpasses -,-or design features of the roadway). b. The copy portion of monument signs should be bordered by a minimum of six (6) inches of masonry, rock, or other material consistent with the facade of a building(s) served by the proposed sign. C. The maximum height of signs is as follows: • Multi-purpose monument signs - 12 to 20 feet • Single -purpose monument signs - 8 to 15 feet • Pole signs (allowed per Section 5a) - 30 to 40 feet 6. Utilities - Private utility lines such as electrical, telephone, and television cable should be placed at the edges of the proposed expressway right-of-way. They should be placed a maximum of 10 feet inside of the proposed right-of-way line and on easements outside of the right-of-way. N.JZ HiZ1DEV 0. 7 2
