O-1520-8-97RESOLUTION NO. 1520-8-97(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, STATE OF TEXAS, REQUESTING THAT THE DALLAS DISTRICT ENGINEER OF THE TEXAS DEPARTMENT'OF TRANSPORTATION DEVELOP A DESIGN AND CONSTRUCTION PLANS FOR INTERIM SH 121 CAPACITY BETWEEN SH 289 AND US 75 THAT PROVIDES FOR DUAL EXPRESSWAY FRONTAGE ROADS BUILT IN THEIR ULTIMATE AND FINAL LOCATION WITHIN THE EXPRESSWAY RIGHT-OF-WAY. WHEREAS, the cities of Allen, Frisco, McKinney, Plano (cities) and Collin County (county) have by virtue of an Interlocal Agreement established a Technical Committee to study the alternative designs that are possible for interim capacity improvements on SH 121 between SH 289 and US 75; and, WHEREAS, the Technical Committee has prepared an analysis of the advantages and disadvantages of the two apparent options; and, WHEREAS, in a meeting on July 23, 1997, involving elected and appointed officials from the county and cities, a consensus was achieved supporting the option that will provide dual expressway frontage roads built in their final and ultimate locations within the expressway right-of-way (ROW); and, WHEREAS, the City of Allen, Texas, supports the option of dual expressway frontage as the first phase of SH 121 capacity improvements. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: SECTION 1: The City of Allen, Texas, requests that the Dallas District Engineer for the Texas Department of Transportation develop a design and construction plans for interim SH 121 capacity improvements between SH 289 and US 75 that provides for dual expressway frontage roads built in their ultimate and final location within the expressway ROW. SECTION 2: Copies of this resolution to be forwarded to the Dallas District Engineer, Area Engineer, and Collin County Engineer.
