Elections 1. Elect a Chair, Vice Chair and Second Vice Chair. Chairman Autrey opened the floor for nominations for the BOA/SCBB&S Commission Chairman. Motion: Upon a motion by 21d Vice -Chair Clarkson -Harrison, and a second by Board Member Barry, the Board voted 5 IN FAVOR, and 0 OPPOSED to appoint Mr. Gene Autrey to the BOA/SCBB&S Commission Chair Position The motion carried. Chairman Autrey opened the floor for nominations for the BOAISCBB&S Commission I" Vice -Chair Position. Motion: Upon a motion by Board Member Gillis, and a second by 2nd Vice -Chair Clarkson -Harrison, the Commission voted 5 IN FAVOR, and 0 OPPOSED ' to appoint Ms. Deborah Angell Smith to the BOA/SCBB&S Commission 1" Vice -Chair position. The motion carried. Consent Attenda 2. Approve minutes from the September 12, 2016, Building and Standards Commission Regular Meeting. Motion: Upon a Motion by Board Member Metevier and a second by Board Member Barry, the Board voted 5 IN FAVOR and 0 OPPOSED, to approve the Consent Agenda. The Motion Carried. ' Reeular Aeenda I. Public Hearing — Conduct a Public Hearing and consider a variance to Section 2.02.2.1.c of the Allen Land Development Code, as amended, relating to a request to use alternate building materials for an accessory building in a nonresidential zoning district. The property is Lot 1, Block A, Allen Municipal Service Center; generally located south of Bethany Drive and west of Greenville Avenue. (BOA -10/4/16-97) [City of Allen Municipal Service Center] Mr. Be Bass, Director of Community Development, stated that the request is from the City of Allen Engineering Department to relocate a metal structure that was used in the reconstruction of Fire Station #2 to be located on City owned property at the Municipal Service Center. The applicant is requesting approval of alternate building materials for the accessory building, which otherwise is required to compliment the main structure. Mr. Bass said that the property is generally located south of Bethany Drive and west of Greenville Avenue, and is zoned Light Industrial LI. There is a masonry wall as well as several other buildings that will block the view of this area. Mr. Bass said that the metal structure housed the ambulance for Fire Station #2. He explained that the structure could go up for auction or the City could take a loss. He said that this metal structure could be used to store City equipment; however, it is not 100% masonry. ' The Allen Land Development Code (ALD C) states the following related to exterior fa9ade material: ARTICLE VII — Section 7.03.2. Exterior Facade Materials BOARD OF ADJUSTMENT SIGN CONTROL BOARD OCTOBER 24, 2016 PAGE ' • All main building exterior wall construction materials that are exposed shall be constructed of 100 percent masonry, including but not limited to stone, brick, tiles, concrete masonry units, cast concrete, concrete stucco, etc. Glazing and framed glazing are considered acceptable alternatives. Synthetic stucco (such as exterior finish and insulation system (EFIS)) may be utilized as an architectural accent material, not to exceed ten percent of the exterior surface of any building facade. • Accessory buildings shall be constructed of materials that complement the main structure. Mr. Bass said that the Municipal Service Center is surrounded by other buildings as well as an S' masonry wall blocking the view of this building. He said that if a person is driving on Greenville Avenue, they can see the property, but since it is about 1,000 feet back from the property, the metal structure will not be easily seen. The proposed structure is constructed of corrugated sheet metal. Therefore, the applicant is requesting the approval of alternate building materials for the accessory building which, per Article VII — Section 7.03.2, requires materials that complement the main structure (which is masonry). Section 2.02.2. Lc of the ALDC allows the Board "...to approve and permit alternate building materials in nonresidential zoning districts requiring masonry construction of exterior walls, if such alternate is in general conformance with and does not conflict with adjacent properties." ' Ms. Donna Dickinson, Construction Manager, showed images of the service center from neighboring properties of the site. She said that a building to the north blocks the view of the site for the proposed metal structure. Ms. Dickinson explained the construction of the metal structure and stated it has 29 -gauge sheet metal panels and 14 -gauge steel tubing. The structure does not have anything mounted to the top. The metal structure complies with the IBC -2012 and IBC -2009 codes. Ms. Dickinson said that the metal structure was used as a temporary apparatus garage for Fire Station #2. She said that the long term hope was to be able to re -use this metal structure. She said that renting garage space for Fire Station #2 was more expensive than purchasing the metal structure. Ms. Dickinson said that re -using the metal structure would be a great opportunity to recycle. She explained that as the City continues to grow, there will be a need for covered/protected storage. She said that the street views are already obstructed by other buildings, fencing, and mature landscaping. Chairman Autrey asked if the metal structure would be set on concrete. Ms. Dickinson said yes. Chairman Autrey asked how the metal structure would he tied down. Ms. Dickinson said that the metal structure would he anchored down. Mr. Bass added that the metal structure will not be portable. ' 1• Vice -Chair Smith asked if the metal structure meets the windstorm requirement. Ms. Dickinson said yes and said that the metal structure would obtain a permit as a "structure". BOARD OF ADJUSTMENT SIGN CONTROL BOARD OCTOBER 24, 2016 PAGE 4 ' Board Member Barry asked if the metal structure was there right now. Ms. Dickinson said the metal structure is there in pieces and it is not erected yet. She said that the contractor for Fire Station k2 had to disassemble it. Board Member Howard asked about the remaining useful life of the metal structure. Ms. Dickinson said that if the metal structure is used for how it is intended, then it should last for over 10 years. She said that the metal structure has a 10 -year warranty. Board Member Barry asked if there were any quotes for the cost of building a building that would meet the masonry requirement. Ms. Dickinson said that she had not gathered quotes. Mr. Bass said that staff would not be recommending approval if the metal structure was very visible. Mr. Bass said that if the City cannot use the metal structure, then the City would sell the metal structure. Board Member Bary asked if the City would be setting a precedence by allowing the metal structure in this location. He asked if there were any criteria to base the allowance of the metal structure in this location. Mr. Bass said that each decision is made on an individual basis. ' 1" Vice -Chair Smith said that this metal structure will not be in sight. Chairman Autrey asked how much the City spent initially to purchase the metal structure Ms. Dickinson said that the price was included in the contractor's price and was about $25,000. Chairman Autrey stated that the metal structure will still be usable for a long time. There was also a question about the equipment that will stored in the metal structure. Mr. Jimmy Knipp, Assistant Director of Community Services, said that Community Services is still in the planning stages; however, Community Services is thinking about storing a Grade Hauler in the metal structure. He said that he is aware of another metal structure that is 32 years old and still in good shape. 2nd Vice -Chair Clarkson -Harrison asked if the metal structure will be outside of the firelane. Ms. Dickinson said yes, the metal structure will have to go through the permitting process and will remain outside of the firelane. Mr. Bass said that the metal structure will be vetted through the standard process in order to receive a permit. Chairman Autrey confirmed that the City will go through the same process as if the metal structure was brand new construction. ' Mr. Bass said yes, the metal structure will go through the process and that the plans and specifications will be looked at as if the metal structure was new construction. Ms. Dickinson said that the City will resubmit the application through the permitting process. Ms. Smith asked if the location was important because of aesthetics. Mr. Bass said that the location is important because of value and aesthetics. Chairman Autrey opened the public hearing. Chairman Autrey closed the public hearing.
