Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:29 p.m. on Tuesday, April 25, 2017, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. —
1. Introduction of Gene Autrey, Chairman of the Board of Adjustment/Building & Standards
Commission/Sign Control.
2. Update Regarding the Market Street Allen USA Celebration.
3. Committee Updates from City Council Liaisons.
4. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:51 p.m. on
Tuesday, April 25, 2017.
' Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:04 p.m. on Tuesday, April 25, 2017, in the Council Chambers of the Allen City Hall,
305 Century Parkway, Allen, Texas.

2. Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation to Maria Moffatt, President of the Junior League of Collin County,
Proclaiming 2017, as "Junior League of Collin County Year."
• Presentation of a Proclamation to Coach Jason Anderson and the Allen Eagles Archery Team,
Proclaiming 2017, as "Allen Eagles Archery Team Year."
• Presentation of a Proclamation to Representatives of the Leathemecks Motorcycle Club,
Proclaiming May 2017, as "Motorcycle Safety and Awareness Month."
• Presentation of a Proclamation to Kurt Kasson, Chief Building Official with the City of Allen,
Proclaiming May 2017, as "Building Safety Month."
3. Presentation of the Board of Adjustment/Building and Standards Commission/Sign Control
Board's Annual Report by Chairperson Gene Autrey.
' MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
4. Approve Minutes of the April 11, 2017, Regular City Council Meeting.
5. Authorize the City Manager to Execute a Contract with Intermedix for Five (5) Years with Five
(5) Optional One -Year Renewals for EMS Billing and Collection Services for an Estimated
Annual Amount of $80,000.
6. Authorize the City Manager to Amend the Contract with KT Contracting- Concrete Series, LLC,
for the Annual On -Call Concrete Repair and Trail Maintenance Programs by Increasing the
Contract $50,000 to an Estimated Annual Amount of $800,000.
7. Receive the Capital Improvement Program (CIP) Status Reports.
8. Receive the Summary of Property Tax Collections as of March 2017.
The motion carried.

• Council wished Councilmember Herald's wife, Charity, a happy birthday as well as congratulations
on their wedding anniversary.
• Council congratulated Councilmember Brooks' daughter, Brittani and her tennis team on winning
the South Atlantic Conference in Tennessee.
• Council thanked Boy Scouts from Troop #224 in attendance for earning a badge.
Executive Session
An Executive Session was not held.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 7:37 p.m. on Tuesday, April 25, 2017. The motion carred.
