With a quormn of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:33 p.m. on Tuesday, June 13, 2017, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.
1. Introduction of Steve Benson, Chairperson of the Public Art Committee.
2. Update Regarding Amendments to the Allen Land Development Code, International Building
Code, and International Fire Code.
3. Committee Updates from City Council Liaisons.
4. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p.m. on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:10 p.m. on Tuesday, June 13, 2017, in the Council Chambers of the Allen City Hall,
305 Century Parkway, Allen, Texas.

Consent Agenda
MOTION: Upon a motion made by Councilmember Obenneyer and a second by Councibnember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
4. Approve Minutes of the May 23, 2017, Regular City Council Meeting.
5. Adopt an Ordinance Amending the Code of Ordinances by Amending Chapter 6, Article VIII,
"Environmental Health", Relating to Food Establishment Rules and Regulations.
ORDINANCE NO. 3477-6-17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 6, ARTICLE VIII, "ENVIRONMENTAL HEALTH" IN ITS ENTIRETY
RELATING TO FOOD ESTABLISHMENT RULES AND REGULATIONS BY ADOPTING THE
TEXAS FOOD ESTABLISHMENT RULES, TEXAS ADMINISTRATIVE CODE TITLE 25,
CHAPTER 228, ADOPTED BY THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES,
EFFECTIVE OCTOBER 11, 2015, WITH AMENDMENTS; ESTABLISHING FOOD
ESTABLISHMENT RULES FOR CHILD CARE FACILITIES; ESTABLISHING REGULATIONS
FOR SWIMMING POOLS, SPAS AND PUBLIC INTERACTIVE WATER FEATURES;
PROVIDING A REPEALING CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE
SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING FOR
AN EFFECTIVE DATE.
6. Adopt a Resolution Setting a Date for a Public Hearing to Discuss and Review Updates to the
City's Land Use Assumptions, Capital Improvements Plan, and Impact Fees.
RESOLUTION NO. 3478-6-17(R); A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
' ALLEN, COLLIN COUNTY, TEXAS, SETTING A DATE FOR A PUBLIC HEARING TO
DISCUSS AND REVIEW UPDATES TO THE CITY'S LAND USE ASSUMPTIONS, CAPITAL
IMPROVEMENTS PLAN, AND IMPACT FEES; AND TO APPROVE ANY AMENDMENTS TO
THE LAND USE ASSUMPTIONS, CAPITAL IMPROVEMENT PLAN AND IMPACT FEES; AND
PROVIDING AN EFFECTIVE DATE.

7. Adopt a Resolution Supporting the Collin County Strategic Roadway Action Plan.
RESOLUTION NO. 3479-6-17(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING COLLIN COUNTY IN THE
DEVELOPMENT OF A STRATEGIC ROADWAY ACTION PLAN; AND PROVIDING FOR AN
EFFECTIVE DATE.
8. Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of
Operations, Conversions and Ice Technician Services with EBS Solutions in the Amount of
$578,064 with Two Optional One -Year Renewals.
9. Authorize the City Manager to Execute a Contract with Game Time by Total Recreation
Products, for the Replacement of Green Park Playground Equipment in the Amount of 5302,542.
10. Authorize the City Manager to Execute an Economic Development Incentive Agreement with
NetScout Systems Texas, LLC.
11. Accept the Resignation of Srivatsa Ramanathan and Declare a Vacancy in Place No. 4 on the
Library Board.

Article II, "Sewers Generally," Amending Section 14-2, "Definitions," and Adding a New Section
14-56, "Management of Fat, Oil, and Grease."
ORDINANCE NO. 3480-6-17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 14, "UTILITIES," ARTICLE II, "SEWERS GENERALLY," BY
AMENDING SECTION 14-21 TO ADD AND AMEND DEFINITIONS; BY ADDING A NEW
SECTION 14-56 "MANAGEMENT OF FAT, OIL AND GREASE", BY RENUMBERING THE
REMAINING SECTIONS; PROVIDING A REPEALING CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF
A FINE NOT TO EXCEED TWO THOUSAND ($2000) FOR EACH OFFENSE; AND PROVIDING
AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Ser lacek,
the Council voted seven (7) for and none (0) opposed, to adopt Ordinance No. 3480-6-17, as
previously captioned, amending the Code of Ordinances by amending Chapter 14, "Utilities,"
Article II, "Sewers Generally," amending Section 14-2, "Definitions," and adding a new section
14-56, "Management of Fat, Oil, and Grease.' The motion carried.
13. Adopt a Resolution Establishing Permit, Inspection, and Administrative Fees Related to the
' Environmental Health Ordinance.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed, to remove this item from the agenda. The
motion carried.

Councilmember Herald congratulated his daughter Darlin on her high school graduation.

Council asked the public to fly the U.S. flag in honor of Flag Day.

Council congratulated the Texas Revolution Professional Football Team on making it to the
playoffs.

Councilmember Herald announced his daughter Katie married on June 9 and wished happy birthday
to his son, Jordan.
•
Council wished Councilmember Sedlacek a happy birthday.
•
Council recognized a Boy Scout from Troop #181 in attendance for the Citizenship in the
Community merit badge.

Council thanked Councilmember Obermeyer for his years of service and dedication to the City of

Allen.,
•
Councilmember Obermeyer spoke on the appreciation of his service and love for Allen as he served
on the City Council.

Council invited the public to An Old -Fashioned Flag Day Celebration at the Allen Heritage Village
on June 17; 2-4 p.m.
Executive Session
