Director of Parks & Recreation Guest: Clarence Daugherty, Director of Public Works, Collin County The Allen City Council and the Plano City Council convened in the called - special joint dinner meeting at 6:30 p.m. on Wednesday, November 18, 1987, in the Red Oak Room of the Harvey Hotel, 1600 N. Central Expressway, Plano, Texas. At 7:30 p.m., Mayor Harvard called the special joint meeting to order and provided opening remarks on the fact that this was the third joint meeting held by the two cities and how beneficial these meetings had been in the past. Mayor Harvard advised of some of the previous topics that had been discussed and reviewed the agenda for this meeting. At Mayor Harvard's request, everyone present introduced themselves. qf_� ALLEN CITY COUNCIL/ PLANO CITY COUNCIL CALLED - SPECIAL JOINT MEETING NOVEMBER 18, 1987 Page 2 Mayor Harvard then turned the meeting over to the City of Allen. City Manager Jon McCarty advised that Bill Petty, Director of Community Development, would make a presentation on the first item on the agenda. Northeast Plano/Southeast Allen Study Area - Existing Boundary Agreement (Agenda Item II -A) Bill Petty, Director of Community Development, spoke before the Councils on the 1984 boundary agreement between the City of Allen and the City of Plano and pointed out areas that had been disannexed from the City of Allen and annexed into the City of Plano. He also pointed out areas that are presently in the City of Plano that will be disannexed and probably annexed into the City of Allen at some future time. Northeast Plano/Southeast Allen Study Area - Future Boundary Considerations (Agenda Item II -B) Mr. Petty then explained the proposed alignment of Allen Heights Road in Allen, the large volume of traffic that now uses that roadway, and plans for future extension of Allen Heights into the Plano area, through Parker and an area in Collin County. There was considerable discussion by the Plano City Council on the roadway extension and how the City of Plano would not be in a position to determine how the roadway is aligned from Allen's boundary as no part of it would be in the City of Plano �+ until the connection with Los Rios Boulevard. There was discussion on the size of the roadway, the fact that it was in the county's thoroughfare plan and Allen's as a major thorough- fare, but not in Plano's, and if the North Central Council of Governments had done a traffic model on this roadway. There was considerable discussion on the alignment of Allen Heights as it passes over Parker Road. Alan Upchurch, City Engineer for the City of Plano, spoke before the Councils in the proposed alignments of Allen Heights Road and how the proposed alignment had been determined. There was further discussion on the alignment of this roadway. Common Thoroughfares - Chaparral, Allen Heights, Custer Road, SH 121 (Agenda Item III -A) Alan Upchurch spoke before the Councils on the alignment of Custer Road and pointed out that alignment on a map. He also reviewed the two areas that affected the City of Allen and that Allen will assist the City of Plano with the acquisition of right-of-way, but will not provide funding for this project. The City of Plano and the county would be funding this construction. There was discussion on the zoning along Custer Road in Allen and the fact that Allen was not participating in the cost of construction on the roadway due to the fact that the entire roadway was in the City of Plano. Mr. Upchurch pointed out the other roads in the City of Plano that would be improved. Those roads were Springcreek Parkway from U.S. 75 to Jupiter Road, Jupiter Road from Spring - creek to Parker Road, U.S. 75 north from Springcreek to State Highway 121, which would include an overpass at Legacy and ALLEN CITY COUNCIL/ PLANO CITY COUNCIL CALLED - SPECIAL JOINT MEETING NOVEMBER 18, 1987 Common Thoroughfares - Chaparral, Allen Heights, Custer Road, SH 121 Page 3 (Agenda Item III -A) improvement to bridges over creek area to eliminate the need for turnarounds. He also pointed out improvements to be done to State Highway 5 from Parker Road to Chaparral. Common Thoroughfares - Ultimate Boundaries (Agenda Item III - B) Mr. Upchurch then reviewed the roadways that both cities would be involved in due to the ultimate boundaries of the cities. Those roadways were Custer Road, as previously pre- sented, Chaparral Road, Hedgecoxe Road, and Alma Road. Mr. Upchurch explained the existing conditions of those roadways and explained which city would be responsible for the improvements to portions of those roadways. At this time, Mayor Harvard advised that he would like to see the city staffs from both cities work together on the development of these roadways so that cost factors could be distributed evenly between the cities. Linear Parks (Agenda Item IV) Don Wendell, Director of Parks and Recreation for the City of Plano, spoke before the Councils on the concept of linear parks and their inclusion in Plano's Comprehensive Plan. He provided the definition of linear parks and using a map, pointed out those linear park areas along the major creeks in Plano that are adjacent to Allen. Mr. Wendell explained about the par- ticipation between Allen and Plano in linear park development and pointed out the areas that will link up Allen to Plano. Mark Thornton, Director of Parks & Recreation Department for Allen, spoke before the Councils on the linear parks in Allen and linkage with the linear parks in Plano. Mr. Thornton also provided information on the City of Allen's Linear/Greenbelt Park Study, how it was developed and funded, and how it provided for implementation. Utilities - Rowlett Creek and Cottonwood Creek Sewer Lines (Agenda Item V -B) Ernie Hoback, Director of Public Works for Allen, spoke before the Councils on the two major sewer lines located in Allen on Rowlett Creek and Cottonwood Creek, how they were constructed, the capacities of the lines, and the pro rata agreements with the developers for cost reimbursements. Mr. Hoback then reviewed the use of the Cottonwood Creek Sewer line and how much Allen uses the line now and how the City of Plano may utilize the line in the future. Utilities - Jupiter Road Water System (Agenda Item V-A) Alan Upchurch, City Engineer for Plano, spoke before the Councils on the Jupiter Road water system which provides water to residents along Jupiter Road, when the system was developed and that the City of Allen has provided the service at this time and that the City of Plano will be taking over and providing this service in the future. 1u1 ALLEN CITY COUNCIL/ PLANO CITY COUNCIL CALLED - SPECIAL JOINT MEETING NOVEMBER 18, 1987 Page 4 Economic Development (Agenda Item VII City Manager Jon McCarty, of Allen, spoke in regards to the development process in Allen for a strategy for economic development and advised of the status of the process to date. (101 Mr. McCarty advised of the city's participation in the TEXCEL program, which is a program sponsored by the state for economic development, and the development of a memorandum of agreement for participation by the city, school district and chamber of commerce, and proposed funding that would be needed. Councilwoman Florence Shapiro, of Plano, spoke in regards to the strategy behind the economic development program in Plano, the development of the Economic Development Board, and the use of a consultant to help point out assets that the City of Plano can promote to corporate executives. Mrs. Shapiro pointed out that she felt that the city had to take the lead in this process for it to be successful. Councilman Mike Meyer of Plano advised of the strong membership drive conducted this year for the Plano Chamber of Commerce and the good results they had achieved. Mr. Meyer also felt this was important to economic development strategy. There was further discussion on the amount of funding Plano provided for their economic development program and how they promoted their community as a part of the metroplex area and spoke in favor of other cities in this area. At this time, Mayor Harvard asked if there was any further discussion or comments. Councilman Mike Meyer of Plano requested that the county representatives be sure and provide information to cities on the county's thoroughfare plan, especially those thoroughfares which pertain to joint city participation. There was further discussion on this request and the fact that the county had provided copies of the thoroughfare plans in the past to cities for their review and input. There was further discussion on the Allen Heights Road alignment and how Plano is effected. Adjournment With no further discussion, the called - special joint meeting of the Allen City Council and the Plano City Council was adjourned at 9:15 p.m. on Wednesday, November 18, 1987.
