Mayor Farmer provided opening remarks on the work that the city had done regarding the telephone Extended Area Service (EAS). He commended the Council's Telephone Subcommittee, consisting of Council Member Jim Wolfe, Chairman, and Mayor Pro Tem Jerry Wilson and Council Member Jim Pendleton, and their work in preparation of the upcoming balloting process for EAS. Mayor Farmer then turned the meeting over to Councilman Jim Wolfe. Councilman Wolfe introduced Councilman Jim Pendleton and Mayor Pro Tem Jerry Wilson to the audience. Mr. Wolfe advised that Mayor Pro Tem Wilson was organizing the advertising campaign for the EAS balloting process and Councilman Pendleton was organizing the telephone campaign for the balloting process. Councilman Wolfe advised that he had made presentations to the various civic groups in the community and advised that the purpose of this meeting ALLEN CITY COUNCIL CALLED - SPECIAL MEETING AUGUST 9, 1988 Page 2 was to inform the boards and commission members of the status of the EAS balloting process, to get them involved in the process, and to provide the community with as much information as possible. Mr. Wolfe distributed a calendar of events to the people present and reviewed the calendar of important dates regarding the EAS balloting process. Mr. Wolfe explained the rates that were proposed for EAS, what a 727 subscriber represented, how the balloting process would work, and reviewed a fact sheet regarding the "do's" and "don'ts" of providing information on the EAS issue. Mr. Wolfe then turned the meeting over to Mayor Pro Tem Wilson. Mayor Pro Tem Wilson spoke before those present on the advertising campaign that he was organizing and he distributed copies of the publicity brochure that had been printed for EAS. He reviewed the various mechanisms that were being used to advertise the balloting process and to promote the need for EAS in Allen. Mayor Pro Tem Wilson then turned the meeting over to Councilman Pendleton. Councilman Pendleton spoke before those present on the use of a telephone bank which will make calls to follow-up on returning EAS ballots for counting and when this function will operate during the balloting process. The meeting was turned back over to Councilman Wolfe and he advised of the street canvassers portion of the campaign and how those volunteers would contact neighborhoods to encourage them to vote in this process and return their ballots. Councilman Wolfe distributed volunteer sheets to those present and encouraged the individuals to sign up to help with this process. Councilman Wolfe opened up the meeting for questions and comments. Mr. Visage advised that he had been through this process before and he suggested providing a central ballot box location in the local shopping center to collect the ballots, with some type of security so that it cannot be tampered with. There was further discussion by individuals with the committee members on placing ads on the local radio and television stations, if there was any formalized opposition to EAS, how long it will take to install EAS if approved by the voters, how long the rates will be effective if EAS is approved, and how the rates can be changed. With no further discussion, Mayor Farmer adjourned the called - special meeting at 9:11 p.m. on Tuesday, August 9, 1988. These minutes approved on the 18th day of August 1988.
