Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:00 p.m. on Tuesday, August 22, 2017, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:30 p.m. on

Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:01 p.m. on Tuesday, August 22, 2017, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

2. Presentation of Proclamations by the Office of the Mayor.
Present a Proclamation to Jed Tamayo Municipal Court Administrator Proclaiming August 22,
2017 as "Teen Court Day."
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as
follows:
3. Approve Minutes of the August 8, 2017, Regular City Council Meeting.
4. Adopt an Ordinance Approving and Enacting Supplement No. 13 to the Code of Ordinances.
' ORDINANCE NO. 3505-8-17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 13 TO THE CODE OF
ORDINANCES; PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE
MAYOR AND ATTESTATION BY THE CITY SECRETARY; PROVIDING A REPEAL OF
ALLEN CITY COUNCIL

of the Right -of -Way for the Installation of Nodes and Node Support Poles.
ORDINANCE NO. 3506-8-17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 13 "STREETS AND SIDEWALKS," ARTICLE III "MANAGEMENT OF
PUBLIC RIGHTS-OF-WAY" REGARDING THE USE OF THE PUBLIC RIGHT-OF-WAYS
WITHIN THE CITY; AMENDING THE MASTER FEE SCHEDULE TO PROVIDE FOR THE
ADOPTION OF NEW FEES RELATED TO THE USE OF THE RIGHT-OF-WAY; PROVIDING A
SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR PENALTY

6. Adopt an Ordinance Adopting the City of Allen Design Manual for the Installation of Nodes and
Node Support Poles in the City Right -of -Way.
ORDINANCE NO. 3507-&17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING THE CITY OF ALLEN DESIGN MANUAL
FOR THE INSTALLATION OF NETWORK NODES AND NODE SUPPORT POLES PURSUANT
TO TEXAS LOCAL GOVERNMENT CODE CHAPTER 284; DESIGNATING THE CITY'S
CENTRAL BUSINESS DISTRICT AS A HISTORIC DISTRICT; AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO MAKE FUTURE AMENDMENTS TO THE DESIGN
MANUAL; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO APPROVE
COLLOCATION OF EQUIPMENT ON CITY SERVICE POLES; PROVIDING A REPEALING
CLAUSE; PROVIDING A SEVERABIIIITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
7. Authorize the City Manager to Execute a Contract with Dean Insurance Group in the Amount
of 587,747 for a General Liability Policy, Liquor Liability Coverage, and an Umbrella Policy for
the Allen Event Center.
8. Authorize the City Manager to Negotiate and Execute a Contract with United Healthcare (UHC)
to Serve as Stop -Loss Insurance Carrier.
9. Receive the Summary of Property Tax Collections as of July 2017.
The motion carried.
Regular Agenda
' 10. Conduct a Public Hearing on the Fiscal Year 2017-2018 Budget as Required by Article IV,
Section 4.04 of the Allen City Charter.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.

With no one else speaking, Mayor Terrell closed the public hearing.
Mayor Terrell announced that the City Council will vote on the FY2018 budget at the September 12,
2017, City Council meeting at 7:00 PM at Allen City Hall, 305 Century Parkway, Allen, Texas.
11. Conduct a Public Hearing Regarding the Fiscal Year 2017-2018 City Tax Rate.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
Adelra Scaife, 403 W. Coats Drive, Allen, Texas, spoke in opposition to the item.
With no one else speaking, Mayor Terrell closed the public hearing.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Clemencich,
the Council voted seven (7) for and none (0) opposed to set the City Council meeting date of
September 12, 2017, at 7:00 PM at Allen City Hall, 305 Century Parkway, Allen, Texas, to
vote on the proposed tax rate of 51 cents per $100 of the certified appraised value for the Fiscal
Year 2017-2018 budget. The motion carred.
' 12. Motion to Confirm Appointments as Liaisons to City Boards and Commissions as Nominated by
Mayor Terrell.
No action was taken on this item.

13. Calendar.
• September 12— City Council will vote to adopt the FY 2017-18 City Budget and set the Fiscal Year
2017-18 City Tax Rate
14. Items of Interest.
• Council Eagles announced the Allen Eagles Football scrimmage against Arlington Martin is Friday,
August 25.
• Council wished happy birthday to Councilmember Herald's daughters, Darlyn and Jackie.
• Councilmember Herald announced his son, Andy, a missionary, has completed half of his
assignment.
Executive Session
The Executive Session was not held.

MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 8:10 p.m. on Tuesday, August 22, 2017. The motion carried.
