R-3523-10-17RESOLUTION NO. 3523-10-17(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING ADMINISTRATIVE AND SERVICE RELATED FEES AND CHARGES FOR WATER AND SEWER; ESTABLISHING AN ADMINISTRATIVE FEE FOR ALL ON-LINE TRANSACTIONS; ESTABLISHING FEES RELATED TO METERS FOR NEW CONSTRUCTION; PROVIDING A SEVERABHdTY CLAUSE; PROVIDING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council finds it in the best interest of the City to establish fees and charges for water and sewer; and, WHEREAS, the City Council finds it in the best interest of the City to combine the existing administrative and service related fees and charges for water and sewer into one Resolution; and, WHEREAS, due to the increased costs for providing such services including supplying water meters, establishing fire hydrant construction meters, and providing for on-line bill payment transactions; the Allen City Staff finds it in the best interest of the City to recommend that the fees for such services be increased. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: ' SECTION I. The following fees and charges are hereby established for Temporary Service: The fee for a temporary connection shall be Twenty Dollars ($20.00). SECTION 2. The following fees and charges are hereby established for Meter Cost, Meter Set Fee, and Service Tap Fee: (1) Water: Size of Meter (in inches) Cost of Meter Meter Set Fee Service Tap Fee 5/8 * $55.00 $400.00 3/4 * $55.00 $400.00 1 * $60.00 $420.00 11/2 * $110.00 $580.00 2 * $140.00 $660.00 3 * ** $210.00 Ind. quote 4 * ** $320.00 Ind. quote 6 * ** $460.00 Ind. quote * Meter costs will be the actual cost to the City at the time of meter set ** The cost of larger meters shall include the cost of strainers (2) Sewer Service Tap Fee: ' 4 inch ... $260.00 6 inch ... $300.00 (3) Tap fees must be paid prior to the beginning of any work. Any additional work required beyond the normal water or sewer tap work (such as boring and street cutting) shall be computed by the city and paid by the owner or developer. SECTION 3. The following fees and charges are hereby established for water meter testing: The fee for a water meter test shall be Twenty Dollars ($20.00). SECTION 4. The following fees and charges are hereby established for the initial connection or reconnection of water service: (1) Account initial refundable deposit of Fifty Dollars ($50.00) (2) Payment for an on -duty reconnection of a terminated water service is Twenty Dollars ($20) (3) Payment for an after-hours reconnection of a terminated water service is Forty Dollars ($40) (4) Additional refundable account deposit of Fifty Dollars ($50) will be required for accounts for each disconnection that is a second or subsequent disconnection in each calendar year. ' SECTION 5. The following fees and charges are hereby established for the initial installation and setup of fine hydrant meters: (1) A refundable deposit in the amount equal to the current City cost for fire hydrant meters at the time of issuance of the meter. (2) An initial installation and set up fee of Twenty Dollars ($20.00). (3) The fee for removal and relocation of a meter shall be Fiftcen Dollars ($15.00). (4) Failure to make the meter available to be read by the Utility Billing Office each month shall result in an administrative penalty of Fifty Dollars ($50.00) for each occurrence, SECTION 6. The following fees and charges are hereby established for services for the Public Works Department: (1) Engineering Inspection Fee: Three and two-tenths (3.2) percent of estimated cost of public improvement (i.e. water sewer, streets, drainage, etc.). The Engineering Inspection Fee is a percentage of actual contract costs of city maintained improvements to be paid prior to issuance of a development permit. Contracts or a certified estimate will be provided by the developer to show the construction costs of public improvements. (2) Videotape services for sewer: One dollar ($1.00) per foot of pipe. ' (3) Install cleanout on existing sewer: One hundred dollars ($100.00). Resolution No. 3523-10-17(R), Page 2 (4) Copies of engineering data: a. Map of existing water $4.00 ' b. Special provisions to standard specifications for public works construction (NCTCOG) $15.00 SECTION 7. The administrative fee for all on-line transactions shall be $2.00. SECTION S. Should any word, sentence, paragraph, subdivision, clause, phrase or section of this Resolution, be adjudged or held to be void or unconstitutional, the same shall not affect the validity of the remaining portions of said Resolution, which shall remain in full force and effect. SECTION 9. All prior Resolutions that established the fees for sewer and water of the City of Allen, Collin County, Texas, in conflict with the provisions of this Resolution, and the same are hereby repealed. ' SECTION 10.
