Min - City Council - 1988 - 08/25 - Special CalledALLEN CITY COUNCIL CALLED - SPECIAL SESSION AUGUST 25, 1988 Present: Joe Farmer, Mayor Council Members: Rex Womack Jerry Wilson, Mayor Pro Tem Bobby Glass Jim Wolfe Jim Pendleton Gary Edstrom City Staff: Jon McCarty, City Manager Marty Hendrix, City Secretary With a quorum of the Council Members present, the called - special session of the Allen City Council was called to order by Mayor Farmer at 7:00 p.m. on Thursday, August 25, 1988, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Public Hearing on the Proposed Fiscal Year 1988 - 89 Budget (Agenda Item II) Mayor Farmer opened the public hearing and advised that the revised budget document had been distributed to the Council based upon the discussions that had been held at the Council's budget retreat. Mayor Farmer requested that the City Manager provide a brief presenta- tion on the budget as it now stands. City Manager Jon McCarty spoke before the Council on the revised budget document and advised of the major reduction in the city's assessed property values in the amount of $40 million. Mr. McCarty went on to explain that the city would have to raise the tax rate to 53.880 just to raise the same amount of funds needed for the maintenance and operations budget as projected in FY 87 - 88. Mr. McCarty advised that the funds in the budget for new programs for FY 88 - 89 consisted of $200,000; funds for the employees' pay plan consisted of $150,000; funds to operate the new police/courts building and the new library building was $50,000; and for additional computerization was $50,000. Mr. McCarty then reviewed the city's water and sewer fund and advised of the amount to be accumulated in the reserve fund and the funds needed for debt service. Mr. McCarty reviewed the need to raise the water and sewer rates after the first of 1989. Mr. McCarty advised of the proposed projects in this budget and capital outlay items. Mr. McCarty then advised of the inclusion of the paramedic program and a new program in the parks and recreation department for the maintain of existing city park sites. There was a brief discussion by the Council on the amount of the projected reserve fund in the FY 88 - 89 budget. Mayor Pro Tem Wilson spoke before the Council on the work that he and Councilman Pendleton had been doing regarding the paramedic program and the information that they had been gathering to bring forth a recommendation on this program to the Council. Mayor Farmer advised that the next meeting relating to the budget would be the public hearing on the tax rate scheduled for Tuesday, September 6, and the regular City Council meeting on Thursday, September 15, at which time the budget and tax rate will be acted upon by the Council. Adjourn (Agenda Item III) MOTION: Upon a motion made by Mayor Pro Tem Wilson and seconded by Councilman Glass, the Council voted seven (7) for and none (0) opposed to adjourn the called - special session of the Allen City Council at 7:16 p.m. on Thursday, August 25, 1988.
