Min - City Council - 1988 - 08/30 - Special CalledALLEN CITY COUNCIL CALLED - SPECIAL EAS PUBLIC MEETING FOR VOLUNTEERS AUGUST 30, 1988 Present: Joe Farmer, Mayor Council Members: Jerry Wilson, Mayor Pro Tem Bobby Glass Jim Wolfe Jim Pendleton City Staff: Marty Hendrix, City Secretary With a quorum of the Council Members present, the called - special telephone Extended Area Service (EAS) public meeting for volunteers was called to order by Mayor Farmer at 7:35 p.m. on Tuesday, August 30, 1988, in the Cafetorium of Reed Elementary School, 1200 Rivercrest, Allen, Texas. Mayor Farmer provided opening remarks on the background of the telephone Extended Area Service (EAS) request made by the City of Allen to the Public Utility Commission and how various actions had resulted in the city's ability now to vote on this issue. Mayor Farmer spoke about the communication process on EAS and extended appreciation to all of the people that had volunteered to work on the EAS publicity campaign and those who had volunteered to work as street canvassers and on the telephone bank. Councilman Jim Wolfe, Chairman of the Council's Telephone Subcommittee, spoke before those present on the work of the subcommittee, and introduced the other members of the subcommittee, being Mayor Pro Tem Jerry Wilson and Councilman Jim Pendleton. Councilman Wolfe spoke before those present on the work of the telephone subcommittee, explained the balloting process, when the ballots would be mailed and how the volunteers would fit into this process. Mr. Wolfe explained that he was in charge of the street canvassers, Councilman Pendleton was in charge of the telephone bank, and Mayor Pro Tem Wilson was in charge of the publicity campaign. Councilman Pendleton spoke before the people present on the value of EAS to economic development and the use of the telephone bank to follow up to see if people have turned in their ballots. Mayor Pro Tem Wilson spoke about the publicity campaign and the types of materials that were being distributed to get the word out about EAS. Mr. Wolfe explained the do's and don'ts list with the volunteers and then opened the floor for discussion. There was discussion on various issues regarding the do's and don'ts process, placing a sign in the Cottonwood Bend Shopping Center showing the daily totals, if the rates can be changed once EAS is approved and how they are changed, and how long the balloting process will last. There being no further discussion, the volunteers were divided into two groups. One group was the street canvassers, and one group was the telephone bank. Councilman Jim Wolfe spoke before the street canvassers and distributed information for them to use in this process and explained how and when they would be working in the various neighborhoods. He also appointed various area coordinators.
