Min - City Council - 1988 - 11/03 - RegularIbi ALLEN CITY COUNCIL REGULAR SESSION NOVEMBER 3, 1988 Present: Joe Farmer, Mayor city Staff Jon McCarty, City Manager Marty Hendrix, City Secretary With a quorum of the Council Members present, the regular session of the Allen City Council was called to order by Mayor Farmer at 7:30 p.m. on Thursday, November 3, 1988, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas. CONSENT AGENDA (Agenda Item II) MOTION: Upon a motion made by Mayor Pro Tem Wilson and seconded by Councilman Glass, the Council voted seven (7) for and none (0) opposed to approve and adopt all items on the Consent Agenda as recommended and as follows: A. Approval of City Council Minutes of October 20, 1988 - Regular Session. B. Approval of City Council Minutes of October 25, 1988 - Called - Special Workshop Session. C. Authorization to city staff to pay bills associated with the 1985 Capital Improvement Program as follows: 1. Graham Associates $900.00 CIP Project No. 75-002-2 Construction of Main Street - Phases II and III - Preparation of Engineers Roll Period: Thru October 18, 1988 The motion carried. End of Consent Agenda City Cbat (Agenda Item III -A) Mayor Farmer reviewed the list of articles and who was responsible for them for the upcoming issues for the "City Chat" column in "The Allen American" newspaper. This item was received as a matter of information. There was no action taken on this item. Items of Interest to the Council (Agenda Item III -B) -Sandy McGowan advised the City Council of the upcoming City of Allen employees' Christmas Party to be held at the Storybook Farm on December 9, 1988 and encouraged the Council members to attend. •BID Roberge, representing the Cottonwood Bend Homeowners Associa- tion, spoke before the Council on the first annual "Turkey Trot" ran to be held in their neighborhood on November 19 in order to raise funds for the Allen Food Pantry and the Kristin Kirk family. The Council commended the residents in this subdivision on this activity and discussed the course to be taken by the runners. These items were received as a matter of information. There was no action taken on these items. With no further discussion by the Council on the regular agenda items, Mayor Farmer announced that regular session of the City Council would stand adjourned at 7:44 p.m. and the City Council would now convene into a workshop session. WORKSHOP SESSION - 7:45 P.M. Status Report on Substance Abuse Prevention Program Development (Agenda Item IV) Joel Blaylock, Substance Abuse Prevention Coordinator, spoke before the Council on the work he has been doing to find various agencies that support the substance abuse prevention programming. Mr. Blaylock distributed to the Council various materials on substance abuse prevention. He also advised of the number of people who have come to see him asking for help or direction to a specific agency. Mr. Blaylock advised the Council of the upcoming meeting to be held on November 10, 1988 on the substance abuse prevention program and to seek volunteers to work on the task force for this effort. Mr. Blaylock then distributed to the Council an advertisement regarding this meeting. The Council discussed with Mr. Blaylock the status of the information gathering regarding the Crisis Intervention Program in Plano and if an Allen resident had ever been appointed to serve on the board of this program. Mr. Blaylock advised that he was working with a representative from the Allen Independent School District gathering information on the program and how it would be of benefit to Allen residents if the city decided to donate funding to the program. Mr. Blaylock advised that he would report his findings to ALLEN CITY COUNCIL REGULAR SESSION NOVEMBER 3, 1988 Page 3 Status Report on Substance Abuse Prevention Program Development (cont'd) (Agenda Item IV) the Council. The Council also discussed with Mr. Blaylock if he was attending the various schools in the city and making presentations to them about substance abuse prevention; and if there were any programs directed towards the adult population and in particular the family unit and how they deal with substance abuse if a member of the family is involved in drug abuse. Mr. Blaylock advised that he would be working in this area in the future. The Council also advised Mr. Blaylock to provide updates on the process of his programming through an administrative report that is prepared by the city manager and the other department heads during the second week of each month. Review Rules and Procedures Regarding a Tax Rollback Election (Agenda Item V) Mayor Farmer advised of the information that had been prepared by the City Secretary after research on the process for roll back tax petitioning and the election process. Mayor Farmer pointed out that the updated information had been provided to the Council. City Manager Jon McCarty advised the Council of some statistics that he had gathered regarding rollback tax efforts in other entities in the state and how many petitions had been validated; how many petitions had not been validated, how many elections had been held and were successful; how many elections had been held and were unsuccessful; and how it had effected the operation of the entities in those cases where the elections were successful. There was further discussion by the Council on the rollback tax effort, if any of the city staff had been contacted by the individuals doing the rollback tax petitioning to see if they were doing it according to state law; and the interest of the Council to see that all of the facts are presented to the people and that the correct figures are shown as to how the rollback will effect the city's budget. There was also discussion on if anyone has any questions or wants information, then they should feel free to contact the city manager and any of the City Council Members. Discuss the FY 1988 - 89 Objectives for the City Manager and the City Secretary (Agenda Item VI) Mayor Farmer advised the Council of the need to review the list of objectives that were prepared by the City Manager and the City Secretary for FY 1988 - 89 and to include in them discussions that were held during their evaluation process which included directions for improvement and modifica- tions in some areas of their job assignments. Mayor Farmer also pointed out that in previous discussions by the Council, it had been expressed that the objectives should be explained in more depth instead of a general sense. Mayor Farmer advised the City Manager and the City Secretary that they should rework their objectives for FY 1988 - 89 and he will review the documents with the City Manager and the City Secretary before bringing them back to the Council. Set Quarterly Workshop Dates (Agenda Item VII) Mayor Farmer advised that the City Council had held a workshop on October 25 to discuss the work of the Council Subcommittees and it had been very successful. Thus during this workshop, it had been the consensus of the City Council to schedule that type of workshop several times during the year. City Manager McCarty advised the Council of the proposed dates for the neat workshops. Those dates are February 7, 1989 and April 11, 1989. ALLEN CITY COUNCIL REGULAR SESSION NOVEMBER 3, 1988 Page 4 Other Discussion After a brief discussion, it was concluded that those dates would be appropriate. -Mayor Farmer referenced a memo that had been submitted to the City Council at their meeting held on October 20, 1988 regarding the name of the municipal complex site. He pointed out to the Council that there had been five topics to choose from so that research could be done on one of those areas in order to come up with a name for the municipal complex site. In discussion by the Council, it was pointed out that all of the topics dealt with topics relating the Allen's past history. It was suggested that there was an interest to name the complex to reflect the future of Allen and not the past. There was also discussion on the amount of time and money that it would take to do all of this research and the need not to have to do this. After further discussion, Mayor Farmer requested that city staff provide him with the information that had been originally presented to the Council by the subcommittee made up of the Library Board and the Parks and Recreation Board and the list of names that they had presented. He advised that he would meet with the Library Director Barbara Buehler, who was the staff support to that subcommittee, and try to get this name manner resolved. -Mayor Farmer distributed to the Council as a matter of information handout materials on the three amendments to the State Constitution that voters would be voting on during the November 8th election. This infor- mation provided a description of what was contained in each of the amend- ments. Adjourn With no further discussion, Mayor Farmer adjourned the workshop session at 8:32 p.m. on Thursday, November 3, 1988. These minutes approved on the 17th day of November, 1988.
