Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:33 p.m. on Tuesday, December 12, 2017, in the City Council Conference Room of
the Allen City Hall, 305 Century Parkway, Allen, Texas.
1. Update Regarding the Design for the Central Fire Station Renovation.
2. Committee Updates from City Council Liaisons.
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:05 p.m. on
Tuesday, December 12, 2017.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:08 p.m. on Tuesday, December 12, 2017, in the Council Chambers of the Allen City

• Joey Herald, 1018 Michelson Lane, expressed his gratitude for nine and a half years of service on
the Allen City Council.
• Mark Schallhorn, Keep Allen Beautiful Board, was recognized for being named 'Volunteer of the
Year' at the State of Texas Alliance for Recycling's Annual Texas Environmental Leadership
Awards.
2. Recognition of Community Partners and Have Supported Allen USA Celebration and Other

MOTION: Upon a motion made by Councilmember Brooks and a second by Mayor Pro Tem Caplinger,
the Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
3. Approve Minutes of the November 28, 2017, Regular City Council Meeting.
4. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement for
Mutual Access to cloudLibrary Digital Resources.
RESOLUTION NO. 3540-12-17(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
THE ATTACHED INTERLOCAL AGREEMENT FOR MUTUAL ACCESS TO CLOUDLIBRARY
DIGITAL RESOURCES; DELINEATING RULES AND RESPONSIBILITIES; PROVIDING A
REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
5. Authorize the City Manager to Execute a Contract with Musco Sports Lighting, LLC, in the
Amount of $117,943 for the Construction of Reed Park East Tennis LED Lighting.
6. Award Bid and Authorize the City Manager to Execute a Contract with Joel Brown & Co. in the
Amount of $116.570 for the Municipal CourtlParks and Recreation (MCPAR) Building Public
Restroom and Fire Department Remodel Project.
7. Award Bid and Authorize the City Manager to Execute the Purchase of Pond Fountains and
' Pond Aerators for The Courses at Watters Creek from Lone Star Fountains, Inc., in Bre Amount
of $84,017.

' 8. Authorize the City Manager to Execute a Contract with Halff Associates, Inc., in the Amount of
$58,750 for Landscape Architectural Consulting Services for an Update to the Citywide Trail
Master Plan.
9. Authorize the City Manager to Execute a License and Facilities Agreement with Saint Andrews
Park, LLC, and Saint Andrews Park Homeowners Association, Inc., Related to Maintenance of
Non -Standard Street Lights.
10. Authorize the City Manager to Negotiate and Execute a Public Improvement Participation
Agreement with Ridgeview Development d/b/a Ridgeview Home, LLC, Regarding Sanitary
Sewer Improvements.
11. Accept Resignation Letter from Joey Herald and Declare a Vacancy in Place No. 3 on the Allen
City Council.

12. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of
Planned Development No. 40 Corridor Commercial and Adopt a Concept Plan, Special
Event/Temporary Use Exhibit, Sign Plan, and Building Elevations for 11.9442 Acres Generally
Located South of State Highway 121 and West of Watters Road. [Allen Harley Davidson - Motor
Cycle Sales and Service]
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 3541.12-17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING
THE DEVELOPMENT AND USE REGULATIONS FOR 11.944x ACRES OUT OF THE SEABORN
AND CLEMENTS SURVEY, ABSTRACT NO. 879, INCLUDING A PORTION OF LOT 1, BLOCK
A, COTTONWOOD CREEK BAPTIST CHURCH ADDITION, WHICH PROPERTY IS LOCATED
IN AND SUBJECT TO THE REGULATIONS OF PLANNED DEVELOPMENT NO. 40 FOR
CORRIDOR COMMERCIAL "CC; AND ADOPTING A CONCEPT PLAN, SPECIAL
EVENT/TEMPORARY USE EXHIBIT, SIGN PLAN, AND BUILDING ELEVATIONS;
PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks,
' the Council voted six (6) for and none (0) opposed to adopt Ordinance 3541-12-17, as
previously captioned, to amend the Development Regulations of Planned Development No. 40
Corridor Commercial and to adopt a Concept Plan, Special Event/Temporary Use Exhibit, Sign
Plan, and Building Elevations for 11.944x acres; generally located south of State Highway 121
and west of Watters Road, for Allen Harley Davidson. The motion carried.

• Council recognized Boy Scout Troop 1914 in attendance as a requirement for eaming a merit badge.
The Regular meeting recessed at 7:52 p.m.

In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
8:00 p.m. on Tuesday, December 12, 2017. In the Council Conference Room, 305 Century Parkway, Allen,

The Executive Session adjourned at 8:28 p.m. on Tuesday, December 12, 2017.

December 12, 2017. No action was taken the item discussed during the Executive Session.
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Brooks,
the Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 8:30 p.m. on Tuesday, December 12, 2017. The motion carried.
