Min - City Council - 1989 - 02/06 - Special Calleda� Present: Joe Farmer Mayor Council Members: E I ALLEN CITY COUNCIL CALLED - SPECIAL SESSION Jerry Wilson, Mayor Pro Tem Bobby Glass Jim Wolfe Jim Pendleton Gary Edstrom Absent: Rex Womack City Staff: Jon McCarty City Manager Marty Hendrix City Secretary FEBRUARY 6, 1989 With a quorum of the Council Members present, the called - special session of the Allen City Council was called to order by Mayor Farmer at 7:00 p.m. on Tuesday February 6, 1989, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Canvass of Election Returns Related to the February 4, 1989 - Special Rollback Tax Election (Agenda Item II -A) City Secretary Marty Hendrix reviewed for the City Council the election returns for the called - special rollback tax election held on Saturday Feb- ruary 4, 1989. Ms. Hendrix pointed out to the Council that in the handout materials there was the summary of precinct returns and the return sheets for the absentee voting and the regular polling place at Rountree Elementary School. Ms Hendrix advised that 75 votes were cast during absentee voting and 1346 were cast at the regular polling place The results were as follows. "For' Reducing the tax rate 663 in the City of Allen for the current year from 594 to 57 845Q "Against" Reducing the tax rate 757 in the City of Allen for the current year from 59¢ to 57.845¢ ALLEN CITY COUNCIL CALLED - SPECIAL SESSION FEBRUARY 6, 1989 Page 2 Resolution No. 902-2-89(R) A Resolution of the City Council of the City of Allen, Collin County, Texas, Declaring the Results of the Special Rollback Tax Election Held on Saturday, February 4, 1989. (Agenda Item II -B) City Secretary Marty Hendrix advised the Council that the proposed resolution showed the total cumulative votes cast in the election, being 1 420, with 663 voting "for" reducing the tax rate in the City of Allen for the current year from 59R to 57 845 and 757 voting "against" reducing the tax rate in the City of Allen for the current year from 59$ to 57 845¢. MOTION Upon a motion made by Councilman Wolfe and seconded by Councilman Glass the Council voted six (6) for and none (0) opposed to approve and adopt Resolution No. 902-2-89(R) declaring the official results of the special rollback tax election held on Saturday February 4, 1989 as captioned previously The motion carried. Items of Interest -City Manager Jon McCarty distributed to the Council a draft of the proposed agenda for the upcoming meeting on February 13, 1989 between the Allen City Council and the Allen Independent School District Board of Trustees. -City Manager McCarty advised of the information that he had received from the city's attorney in Austin regarding the results of a recent Supreme Court Case that related to the city's Extended Area Service case. -City Manager McCarty also advised of the information that he had received on the "Texas First Plan" which is a new plan developed by Southwestern Bell Telephone for providing telephone service and maintaining current rates -Mayor Farmer reminded the Council Members of their workshop session on the work of the subcommittees scheduled for Tuesday, February 7 and the workshop session to discuss the water and sewer rates scheduled for Wednesday February 8. -Councilman Wolfe commended the City Secretary and all election officials on the work on the election. He also advised that his subcommittee would be going forward with the work on the update of the city's comprehensive plan update. -Councilman Pendleton also provided comments on the work on the election and the need to communicate better with the citizens. -Mayor Pro Tem Wilson advised of the work of the consulting firm of LWFW and that they are going forward with the survey for the Economic Development Alliance. ALLEN CITY COUNCIL CALLED - SPECIAL SESSION FEBRUARY 6, 1999 Page g Adjourn (Agenda Item III) MOTION Upon a motion made by Mayor Pro Tem Wilson and seconded by Councilman Pendleton, the Council voted six (6) for and none (0) opposed to adjourn the called - special session of the Allen City Council at 7 22 p.m. The motion carried.
