Smith, City Attorney Workshop Session With a quomm of the Councilmembers present, the Workshop Session of the Allen City Council was called to order by Mayor Terrell at 6:28 p.m. on Tuesday, January 23, 2018, in the City Council Conference Room of the Allen City Hall, 305 Century Parkway, Allen, Texas. 1. With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:04 p.m. on Tuesday, January 23, 2018. Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:07 p.m. on Tuesday, January 23, 2018, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. ' Pledge of Allegiance Public Recognition ALLEN CITY COUNCIL REGULAR MEETING JANUARY 23, 2018 1. Citizen's Comments. PAGE 2 • Kevin Ken, 1400 Suncreek Dnve, Allen, Texas, on behalf of the Home Owners Association, addressed the City Council regarding the need for an entrance monument to the Suncreek neighborhood at the comer of Suncreek Drive and Alma Drive. • Nestor Reyes, 301 N. Greenville Avenue, Apt 135, Allen, Texas, addressed the City Council regarding the need for a day laborer center in Allen. 2. Recognition of the Texas Amateur Athletic Federation (TAAF) Male and Female Athletes of the Year. • Texas Amateur Athletic Federation Female Athlete of the Year — Chelsea Okusagah • Texas Amateur Athletic Federation Male Athlete of the Year— Shawn Popp 3. Recognition of Allen City Television (ACTV) for a Series of Awards from the National Association of Telecommunications Officers and Advisors (NATOA) and the Texas Association of Telecommunications Officers and Advisors (TATOA). MOTION: Upon a motion made by Councilmember Brooks and a second by Mayor Pro Tem Caplinger, ' the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows: 4. Approve Minutes of the January 9, 2018, Regular City Council Meeting. 5. Adopt a Resolution Authorizing the Director of Parks and Recreation to Apply for, Accept, Reject, Alter or Terminate a Grant Through Texas Parks and Wildlife's Recreational Trails Program for Construction of the Rowlett Trail Connection. RESOLUTION NO.3547.1-18tR): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT," DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON BEHALF OF THE "APPLICANT" IN DEALING WITH TEXAS PARKS AND WILDLIFE, HERINAFTER REFERRED TO AS "GRANTOR", FOR THE PURPOSE OF PARTICIPATING IN THE RECREATIONAL TRAIL FUNDING ASSISTANCE PROGRAM, HEREINAFTER REFERRED TO AS THE "PROGRAM'; CERTIFYING THAT THE "APPLICANT"' IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE "APPLICANT'S" MATCHING SHARE IS READILY AVAILABLE; DEDICATING THE PROPOSED FACILITY FOR PERMANENT PUBLIC RECREATION PURPOSES; AND PROVIDING FOR AN EFFECTIVE DATE. 6. Authorize the City Manager to Execute an Agreement for Professional Services with Birkhoff, Hendricks & Carter, LLP, for Wastewater Modeling Update in the Amount of $89,600. ' 7. Authorize the City Manager to Execute the Purchase of Traffic Signal Ethernet Switches from Pivot Solutions, North America, Inc., d/b/a Sigma Technology Solutions, Inc., through the Texas Department of Information Resources (DIR) Cooperative Purchasing Agreement in the Amount of $89,856. Receive the Capital Improvement Program (CtP) Status Report. 10. Receive the Investment Report for the Period Ending December 31, 2017. 11. Receive the Summary of Property Tax Collections as of December 2017. 12. Receive the Unaudited Financial Report for the Period Ending December 31, 2017. The motion carried. Reetilar Agenda 13. Calendar. 14. Items of Interest. • Council encouraged all citizens to attend the Allen Community Theater's production of Steel Magnolias, featuring Kathleen Vaught. The Regular meeting was recessed at 7:29 p.m. Executive Session In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at 7:48 p.m. on Tuesday, January 23, 2018. In the Council Conference Room, 305 Century Parkway, Allen, Texas, in order discuss matters pertaining to: 15. Personnel Pursuant to Section 551.074 of the Texas Government Code — Annual Performance Review of the City Manager. The Executive Session adjourned at 9:08 p.m. on Tuesday, January 23, 2018. 16. Reconvene and Consider Action on Items Discussed During the Executive Session. The Allen City Council reconvened into the Regular Meeting at 9:12 p.m. on Tuesday, January 23, 2018. The following action was taken on items discussed during the Executive Session. MOTION: Upon a motion made by Councilmemher Sedlacek and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to increase the City Manager's base pay by 4% as an annual performance pay raise. The motion carried.
