With a quorum of the Council Members present, the workshop session of the Allen City Council was called to order by Mayor Farmer at 7 10 p.m. on Thursday, June 1, 1989, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas Discussion of Consent Agenda and Regular Agenda Items (Agenda Item II) Mayor Farmer began the review of the Consent Agenda items. There was no discussion on the Consent Agenda. Mayor Farmer reviewed Agenda Item VI, Approve 1999-90 Fiscal Year Budget Calendar City Manager, Jon McCarty reviewed the two calendars presented., one being the staff budget calendar and the other being the City Council budget calendar These calendars are set in accordance with charter requirements and state law The second meeting in September is generally the meeting at which the budget is accepted and approved by the Council. Because of a conflict with the City Charter, however, and some of the other state requirements, some of the dates have had to be adjusted accordingly Discussion was held regarding the Workshop date. There. were some scheduling problems and the date for the Workshop was moved from June 29th to June 27th. All beginning times are 7 30 except for the Public Hearing on August. 24th, which will begin at 7*00 p.m. There was no further discussion on this item. (cont'd) Discussion of Consent Agenda and Regular Agenda Items (Agenda Item II) Mayor Farmer reviewed Agenda Item VII, Review Bid and Authorize Contracting for the Bethany Road Sewer Force Main Relocation Project. The contract came in under budget for the project. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item VIII -A, Other Business. City Chat. City Manager, Jon McCarty, discussed the schedule of the upcoming articles. It was suggested that an article be done on the Flag Day Celebrations which will be June 14th, Alan Fyke will write the article on this subject. There was no further discussion on this Item. Mayor Farmer reviewed Agenda Item VIII -B, Other Business. Boards and Commission Appointment Schedule. The interview committee has set two days of interviews. Discussion was held regarding the vacancies and the number of good applicants who attended the reception. Mayor Farmer reviewed Agenda Item VIII, Other Business. Central Appraisal District Budget. Discussion was held regarding the new legislation regarding the filling of positions on the Board. The estimated share of the 1990 budget for the City of Allen is $40,528 This figure may vary slightly due to the effective tax rate and the proportional taxable property in all the other area cities. Bonded indebtedness also affects this tax share rate. There was no further discussion on this item. End of Consent A¢enda H ALLEN CITY COUNCIL REGULAR SESSION NNE 1, 1989 Page 5 Approve 1989-90 Fiscal Year Budget Calendar (Agenda Item VI) Mayor Farmer presented the 1989-90 budget calendars setting the dates relevant to the development of the City's budget. Key dates for staff involvement are listed on the staff budget calendar and Council involvement and legal notice dates are noted on the City Council's budget calendar A modification has been made to the Council budget calendar with the Called Special Workshop Session to be held on Tuesday, June 27 City Manager, Jon McCarty, indicated that the budget process actually begins in May The budget workshop on June 27 is a highlight of the budget process, with the Budget Retreat being August 11, 12 and 13 of this year, culminating with the City Council adopting the budget on September 7 of this year MOTION Upon a motion made by Councilman Wolfe and seconded by Mayor Pro Tem Wilson, the Council voted seven (7)for and none (0) opposed to approve the 1989-90 budget calendar as modified with the Called Special Workshop Session to be held. on Tuesday, June 27 The motion carried. Review Bid and Authorize Contracting for the Bethany Road Sewer Force Main Relocation Project (Agenda Item VII) Mayor Farmer informed the Council of the bid review and request to authorize contracting for the Bethany Road Sewer Force Main Relocation Project. Tom Club, Director of Public Works, discussed the relocation of the sewer force main under the US 75 Bethany Road underpass as an accommodating factor regarding the upcoming US 75 improvements. The bids were opened and the staff informed Council the low bid came in substantially under budget. Mr Glab recommended that the Council award the construction contract to the low bidder, Tri -Con Services, with the following budget. Engineering $ 7,900 Construction Staking $ 1,200 Construction $ 87,325 Contingency (5$) 4,370 Total $100,795 MOTION Upon a motion made by Mayor Pro Tem Wilson and seconded by Coun- cilman Fyke, the Council voted seven (7) for and none (0) opposed. to approve approve staff recommendation to award the bid and �^ authorize the construction contract to Tri -Con Services and to ■e approve the previously discussed budget, according to staff recommendation for a total of $100,795 The motion carried. P 11 ALLEN CITY COUNCIL REGULAR SESSION JUNE I, 1989 city chat Page 6 (Agenda Item VIII -A) Mayor Farmer advised the Council of the amendment to the City Chat article schedule to allow for an article regarding Flag Day celebrations to be written by Councilman Alan Fyke that will appear in the Allen American on June 14, and the Allen Substance Abuse Prevention Board article will appear on June 21 This item was received as a matter of information. There was no action taken on this item. Mayor Farmer discussed the appointment schedule to the boards and commission. Councilman Womack and Councilman Edstrom have been appointed as the interview committee which will hold interviews Tuesday, June 6 and Wednesday, June 7, with appointments to be made the second Council meeting in June. This item was received as a matter of information. There was no action taken on this item. Central Appraisal District Budget (Agenda Item VIII -C) Mayor Farmer informed the Council of the proposed 1990 budget from the Central Appraisal District indicating each tax jurisdiction with their estimated share of the budget. The City of Allen's estimated share of the 1990 budget is $40,528 The payments will be due in equal quarterly installments. Jon McCarty, City Manager, indicated this is an increase over last year by $1,800 When the fiscal year budget is adopted, that money will be allocated to the Central Appraisal District of Collin County This item was received as a matter of information. (Agenda Item VIII -D) Councilman Womack reported that the boards and commission interviews would take place Tuesday, June 6 and Wednesday, June 7 The next meeting of the subcommittee will be June 13 with staff support to review several items, including computer update and the council budget. ALLEN CITY COUNCIL REGULAR SESSION NNE 1, 1989 Services Subcommittee Page 7 Mayor Pro Tem Wilson reported that the Allen Economic Development Alliance will be meeting on a regular basis to develop a strategy which will be presented to the City of Allen, the Chamber of Commerce and the Allen Independent School District. The paramedic program is progressing according to schedule as well as the medical control process Development Subcommittee Councilman Wolfe reported that work is being finalized on the F.M. 2170 right-of-way engineering firm, evaluation of the development survey, comprehen- sive plan survey instrument and a schedule of the Highpoint sewer project. Items of Interest (Agenda Item VIII -E) Councilman Alan Fyke reported on activities related to the celebration of Flag Day which is June 14. Executive Session (Agenda Item IX) In accordance with Article 6252-17, V .A. T C S. (Open Meetings Law) , Section 2(g), the Allen City Council convened into Executive Session at 8:02 p.m. in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order to discuss matters pertaining to selection of City Secretary The Executive Session was adjourned at 9.00 p.m. Reconvene (Agenda Item X) The Allen City Council reconvened into regular session at 9:00 p.m. on Thursday, June 1, 1989, in the Council Chambers of the Allen Municipal Annex. MOTION: Upon a motion made by Councilman Womack and seconded by Councilman Glass, the Council voted seven (7) for and none (0) opposed to extend the offer of the City Secretary position of the City of Allen to Judy Morrison, effective June 1, 1989 The motion carried.
