With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:29 p.m. on Tuesday, March 13, 2018, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.
1. Update Regarding the Planning Process for the West Side Recreation Center.
2. Committee Updates from City Council Liaisons.
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:56 p.m. on
Tuesday, March 13, 2018.

MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich,
the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
2. Approve Minutes of the February 27, 2018, Regular City Council Meeting.
Adopt an Ordinance Approving a Negotiated Settlement Between the Atmos Cities Steering
Committee and Atmos Energy Corporation, Mid -Tex Division Regarding the Approval of a
Tariff Authorizing an Annual Rate Review Mechanism (RRM).
ORDINANCE NO. 3559-3-18: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING A TARIFF AUTHORIZING AN ANNUAL
RATE REVIEW MECHANISM AS A SUBSTITUTION FOR THE ANNUAL INTERIM RATE
ADJUSTMENT PROCESS DEFINED BY SECTION 104.301 OF THE TEXAS UTILITIES CODE,
AND AS NEGOTIATED BETWEEN ATMOS ENERGY CORP., MID-TFX DIVISION AND THE
STEERING COMMITTEE OF CITIES SERVED BY ATMOS; REQUIRING THE COMPANY TO
REIMBURSE CITIES' REASONABLE RATEMAKING EXPENSES; ADOPTING A SAVINGS
CLAUSE; DETERMINING THAT THIS ORDINANCE WAS PASSED IN ACCORDANCE WITH
' THE REQUIREMENTS OF THE OPEN MEETINGS ACT; DECLARING AN EFFECTIVE DATE:
AND REQUIRING DELIVERY OF THIS ORDINANCE TO THE COMPANY AND LEGAL
COUNSEL FOR THE STEERING COMMITTEE.
4. Authorize the City Manager to Execute a Software Support Agreement with TriTech Software
Systems for the Renewal of Software Support for the Computer Aided Dispatch System Utilized
by Public Safety in the Amount of $159,384.
The motion carried.
5. Conduct a Public Hearing and Adopt an Ordinance Establishing Standards of Care Necessary
for a Day Care Licensing Exemption for Youth Camp Programs Operated by the Allen Parks
and Recreation Department.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 3560-3-18: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING STANDARDS OF CARE NECESSARY

FOR A DAY CARE LICENSING EXEMPTION FOR YOUTH CAMP PROGRAMS OPERATED
BY THE CITY OF ALLEN PARKS AND RECREATION DEPARTMENT; PROVIDING FOR A
REPEALING CLAUSE; PROVIDING FOR A SEVERABILITY CLAUSE; AND PROVIDING FOR
AN EFFECTIVE DATE.

' MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3560-3-18, as
previously captioned, establishing Standards of Care necessary for a Day Care Licensing
exemption for Youth Camp Programs operated by the Allen Parks and Recreation Department.
The motion carred.

7. Items of Interest.
• Council recognized a Boy Scout from Troop 1299 in attendance as a requirement for earning the
citizenship in the community merit badge.
• Council congratulated the Allen High School Basketball Team on its first State Championship.
The Executive Session was not held.

Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 7:13 p.m. on Tuesday, March 13, 2018. The motion carried.
