Min - City Council - 1989 - 08/24 - RegularALLEN CITY COUNCIL BUDGET PUBLIC HEARING AUGUST 24, 1989 Present: Joe Farmer, Mayor Council Members: Rex Womack Jerry Wilson, Mayor Pro Tem (Absent) Bobby Glass Jim Wolfe Alan Fyke Gary Edstrom (Arrived 7.06 p.m.) City Staff: Jon McCarty, City Manager With a quorum of the Council Members present, the called - special session of the Allen City Council was called to order by Mayor Farmer at 7.00 p.m. on Thursday, August 24, 1989, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Public Hearing on the Proposed Fiscal Year 1989 - 90 Budget (Agenda Item II) Mayor Farmer opened the public hearing on the proposed fiscal year 1989- 90 budget for discussion or questions by anyone present. Mayor Farmer requested that the City Manager provide a presentation only as required by the audience. City Manager Jon McCarty introduced a visitor in the audience, Leonard Martin from Joplin, Missouri. Council held discussion on the computer system for the police department, communication system technology and economic development. With no one wishing to speak before the Council on the proposed budget for FY 1989 - 90, Mayor Farmer closed the public hearing Mayor Farmer advised the Council of the public hearing scheduled following the budget hearing which will be held at the library building regarding the Texas Capital Fund. City Manager Jon McCarty informed the Council the budget is due for adoption at the September 7, 1989 regular meeting, which requires the adoption ALLEN CITY COUNCIL BUDGET PUBLIC HEARING AUGUST 24, 1989 PAGE 2 of two ordinances, one for the adoption of a tax rate and the second for the adoption of appropriations. Adpurn (Agenda Item III) MOTION: Upon a motion made by Councilman Glass and seconded by Councilman Womack, the Council voted six (0) for and none (0) opposed to adjourn the Budget Public Hearing of the Allen City Council at 7.11 p.m., on Thursday, August 24, 1989 The motion carried. These minutes approved on the 7th day of September, 1989 APPROVED Farmer, MAYOR ATTEST e4cJu Mo ' n, CITY SECRETARY With a quorum of the Council Members present, the called - special session of the Allen City Council was called to order by Mayor Farmer at 7 30 p.m. on Thursday, August 24, 1989, in the Allen Public Library Meeting Room, Two Allen Civic Plaza, Allen, Texas Mayor Farmer opened the public hearing to consider the use of the Texas Capital Fund program for economic development in the City of Allen. Mayor Farmer briefly described the Texas Capital Fund Program offered through the Texas Department of Commerce. This program provides "bridge" financing to businesses wanting to begin or expand their business The loan is made by the Department of Commerce and is administered by the City With no one wishing to speak either for or against the use of the Texas Capital Fund program for economic development in the City of Allen, Mayor Farmer closed the public hearing Prior to adjourning, City Manager Jon McCarty asked to speak to the Council regarding another Economic Development issue. The North Texas Commission has made the City aware of proposals being made to attract U S. Memories, Inc. to Texas. This is a new company being formed by several major high technology companies that plans to construct a 400-500 thousand square foot facility employing 1,800 - 2,200 people. Twelve states are involved in the competition to attract this industry and cities in Texas are preparing proposals including incentives. City Manager Jon McCarty reviewed Allen's proposal containing the following elements. Donation of 55 acres of land lying north of proposed Exchange Parkway east of U S. 75 owned by Martin Tycher Companies. ALLEN CITY COUNCIL TEXAS CAPITAL FUND PROGRAM PUBLIC HEARING AUGUST 24, 1989 PAGE 2 Tax abatement from all eligible local governments for ten (10) years at 20 percent. $4.8 million of infrastructure improvements including streets, U S. 75 overpass, water and sewer It was also stated that other incentives would be considered and that these incentives would require further action before a final "offer" could be submitted. Council members discussed the company and positively commented on the proposal. Adjourn (Agenda Item III) MOTION Upon a motion made by Councilman Wolfe and seconded by Councilman Fyke, the Council voted six (6) for and none (0) opposed to adjourn the special called public hearing of the Allen City Council at 8.45 p.m., on Thursday, August 24, 1989 The motion carried.
