James Kerr, President Glen Renfro, Vice President Mary Evans, Secretary Izzie Waller Jack Callicutt Glenn Andrew Charles Williams Allen Chamber of Commerce Board of Directors: J D Smithey, President James Nelson, V P of Economic Development Don Brazael, V P of Membership Ann Rayburn, V P of Community Affairs Dana McGowan, Office Manager Others Present: Gene Davenport, AISD Superintendent Jon McCarty, City Manager Michael Stanger, Asst. to the City Manager Judy Morrison, City Secretary Call to Order and Announce a Quorum is Present (Agenda Item I) James Kerr, President of the AISD School Board and Joe Farmer, Mayor of the Allen City Council, called their respective groups to order at 7 35 p.m. and announced a quorum was present from each group. ALLEN CITY COUNCIL SPECIAL JOINT MEETING SEPTEMBER 14, 1999 PAGE 2 Workshop on Economic Development (Agenda Item II) Mayor Pro Tem Jerry Wilson presented opening comments regarding economic development in the City of Allen. Mr Wilson indicated the Allen Economic Development Alliance feels Allen must be attractive in order to draw business to the community Mayor Pro Tem Wilson stated the purpose of the meeting is to describe in detail the proposed economic development strategic plan and to offer the opportunity to the three convened boards to discuss this strategic plan. Mayor Pro Tem Wilson discussed the history of the Allen Economic Development Alliance, how and when it was formed. He discussed the formation of the Advisory Board and its purpose which was to develop and propose to the governing boards a strategic plan for adoption of public policy which expresses specific goals and objectives which are results oriented, which are current issues, which are measurable, and which are assigned responsibilities The community assessment completed by LWFW/Cresap consisted of four parts. One on one interviews Focus group of developers Survey to residents • Survey to businesses Mayor Pro Tem Wilson discussed the findings of the residential survey, the findings of the business survey and the findings of existing business retention and expansion. Mayor Pro Tem Wilson discussed the Mission Statement: "To promote economic growth, private sector job creation, a viable and diverse tax base and quality of life enhancements by cultivating a favorable business climate in Allen." He then discussed the issues regarding long-range organization and funding, new business development, existing business retention and expansion. He related business climate factors, the reason Allen is the way it is today and resources and policy options. He related to the convened group that the final process is the final adoption of this policy from the three groups present and dwelt on the policy of conflict resolution. The funding formula was presented with the City funding 50%, the school funding 25% and the Chamber funding 25%. The floor was opened for discussion at this time. The position of the director was discussed, as was the pay scale. The total cost for this position will be approximately $80-120,000 per year Discussion was held regarding the evaluation of a successful program of economic development and how that evaluation can be appropriately completed. The three boards were asked to review the Economic Development Strategy document and report to City Staff their approval of such document. Other Items of Mutual Interest (Agenda Item III) There was no discussion on this item. Adjourn (Agenda Item IV) The AISD Board of Trustees adjourned at 10:15 p.m., Thursday, September 14, 1989 Upon a motion made by Councilman Womack and seconded by Councilman Glass, the Allen City council voted seven (7) for and none (0) opposed to adjourn the special called joint meeting of the Allen City Council at 10:15 p.m., Thursday, September 14, 1989 The motion carried.
