Box lunches were served the City representatives and the School representatives prior to the Special Joint Meeting. Call to Order and Announce a Quorum (Agenda Item I) With a quorum of the Council Members present and a quorum of the School Board present, the Joint Special Meeting of the Allen Independent School Board of Trustees and the City of Allen City Council was called to order at 7:00 p. m. on Monday, April 30, 1990 in the Meeting Room at the Allen Public Library, Two Allen Civic Plaza, Allen, Texas. Introductory Remarks (Agenda Item II) Mayor Farmer and President Kerr welcomed everyone to the meeting and expressed the need to meet jointly on a regular basis. Mayor Farmer introduced David Pitstick, Economic Development Coordinator to those present at the meeting. ALLEN CITY COUNCIL/ALLEN INDEPENDENT SCHOOL DISTRICT JOINT SPECIAL MEETING APRIL 30, 1990 PAGE 2 Update on Growth and Development of Allen - Bill Petty (Agenda Item III) Bill Petty, Community Development Director, presented an update of information that had been presented last year at the joint meeting between the school and the city. He discussed the housing starts, the location of those starts, commercial construction and development, projected housing starts by quadrant, projected development, and lot and apartment inventory. Mr. Petty indicated if new development does not start immediately, within three years we will be depleted of buildable lots within the City of Allen. There is more activity already this year than the total of the last two years. Therefore, we are very optimistic about the future. Update on City Improvement and Planning: Major Street Projects - Jon McCarty (Agenda Item IV -A) Jon McCarty, City Manager, discussed four major street projects in the City of Allen. • FM 2170 from SH 5 to Allen Heights Drive Engineering design is 60% complete. The right-of-way map is completed and we are waiting for the State Highway Department approval before right -o£ -way will be acquired. The design speed will affect the amount of right-of-way needed due to possible change in the curvature of the road. The city is hoping for donation of some of the land needed but may be required to purchase land as well. Prior to the purchase of any right-of-way a bond sale will need to take place. Concern was expressed regarding the student crossing by Rountree Elementary and the speed limit. • SH 5 from Chaparral to Exchange This is projected to be a six -lane divided, curb and guttered, State Highway Department project. The design engineering is completed and construction is scheduled to begin May, 1991. • US 75 from Spring Creek to SH 121 This will be completed in two phases: From Spring Creek to north of Bethany and from north of Bethany to SH 121. A May letting is scheduled so that construction will begin in June or July of this year for the first section. The underpass at Bethany will be three lanes in each direction, two left turn lanes and two horseshoe lanes. The underpass at FM 2170 will be three lanes in each direction, two left turn lanes. There are no horseshoes planned at the present time but work is continuing to try to make this possible. The Rowlett overpass will be a four lane fly -over with some realignment of the five -way intersection east of US 75. ALLEN CITY COUNCIL/ALLEN INDEPENDENT SCHOOL DISTRICT JOINT SPECIAL FETING APRIL 30, 1990 PAGE 3 Major Street Projects - Jon McCarty (Cont'd) (Agenda Item IV -A) The section of US 75 from Bethany to SH 121 is scheduled to begin one year after the first phase. Each of these phases will take approximately 3 years to complete. After the frontage road bridges are completed over the creeks, the frontage roads will be one-way. Malone Road This upgrade is a joint countylcity project. The county will be providing manpower and equipment and the city will provide money and materials. Comprehensive Plan Update - Jim Wolfe (Agenda Item IV -B) Mayor Farmer briefly reviewed the Comprehensive Plan Update. Twelve hundred surveys were mailed. We have received a 58% return and are very pleased with that return. The data will be compiled in the next few months and reports will be made regarding the results. A survey document was requested by the Board of Trustees for their review. Update on School Improvement and Planning: Texas School FinancelLegislation - Gene Davenport (Agenda Item V-A) Gene Davenport, Superintendent of Schools, discussed Texas school financing and its equity system. Five of the richest school districts lie immediately to the south of Allen which makes it difficult for Allen to compete with them. Dr. Davenport discussed the revenue shifts in the Allen Independent School District since 1984. The State of Texas is in trouble and that directly affects the AISD. Local School Finance Issues - Jim Kerr (Agenda Item V -B) Jim Kerr, President of the School Board reported that a Growth Management Task Force has been developed to help manage the AISD. We are growing at the rate of a half an elementary school per year. Comparisons of surrounding school districts were discussed, including tax rates, cost spent per pupil, teacher salaries, etc. Growth Management Issues - Gene Davenport (Agenda Item V -C) Gene Davenport, Superintendent of Schools, discussed growth management issues for the Allen Independent School District. He showed year-end enrollment figures since 1979 which reflected a steady growth pattern for the district. If the district continues to build buildings to house this growth, I & S could drastically increase the tax rate for the City of Allen in the future. It is the commitment of the AISD Board to the community to study every avenue possible to regulate the rise of school taxes. I ALLEN CITY COUNCIL/ALLEN INDEPENDENT SCHOOL DISTRICT JOINT SPECIAL MEETING APRIL 30, 1990 PAGE 4 Review of Joint Cityl School District Efforts: Economic Development - David Pitstick (Agenda Item VI -A) David Pitstick, Economic Development Coordinator, discussed the positive effects of a high growth community. He complimented the City leaders for working together and for backing the program of economic development. Mr. Pitstick reviewed his background with the Council and the Board. Joint Tax Office Committee - Andrew, Williams, Womack, Edstrom (Agenda Item VI -B) Rex Womack, Councilman, discussed the background and purpose of the Joint Tax Office Committee. This committee was set up by a contract between the School and the City and is to meet once a year. It met recently and accomplished several items. • Tax receipts are to be deposited daily. • Computerized system will be used rather than both computer and hand system to insure speed of deposits. A single tax statement will include both City and School taxes. Tax statements will be mailed by October 1. City/School District Joint Use of Facilities - Bob Curtis, Rhoda Savage (Agenda Item VI -C) Bob Curtis, Property Services Director, discussed the gym program that has been a joint effort with the City and expressed compliments on how well it has been managed. Rhoda Savage, Parks and Recreation Director, listed the many projects the School and City have cooperated on and the success of those projects, including open gym, day camp, track, etc. Substance Abuse Prevention Program - Joel Blaylock (Agenda Item VI -D) Joel Blaylock, Substance Abuse Prevention Coordinator, distributed information indicating request for information, books and audio/video requests, and treatment referral information from April 1989 to March 1990. He also discussed the volunteer hours spent in his department and the need for more volunteers in order to make this program successful. School/Park Property Purchase Procedures (Agenda Item VI -E) There was no discussion on this item. R ALLEN CITY COUNCIL/ALLEN INDEPENDENT SCHOOL DISTRICT JOINT SPECIAL MEETING APRIL 30, 1990 PAGE 5 School Crossing Guard Program (Agenda Item VI -F) Jim Kerr, President of the School Board, expressed a concern over the school zones along Bethany Road. These will be reviewed before the next school year and a possible plan of action brought forward. Discussion was also held regarding the perception of the citizenry with respect to the relationship of the City and the School. It was suggested that both entities relate the successful relationship that each has with the other so there will be no misunder- standing in the community. Adjourn (Agenda Item VII) MOTION: Upon a motion made by Chuck Williams and seconded by Glen Andrew, the Joint Special Session of the Allen City Council and Allen Independent School District was adjourned at 9:56 p.m., on Monday, April 30, 1990.
