Min - City Council - 1990 - 06/26 - WorkshopCALLED SPECIAL WORKSHOP MEETING DEVELOPMENT SUBCOMMITTEE JUNE 26, 1990 ATTENDANCE: Mayor Joe Farmer Councilman Jim Wolfe Councilman Bobby Glass Councilman Rex Womack Bill Petty Tom Keener Dave Whitehead Rhoda Savage Joel Blaylock Sally Leeper The meeting was called to order at 6:10 p.m. in the City Council Chambers Conference Room by Mayor Farmer. He announced that a quorum was present, and turned the meeting over to Councilman Wolfe as Chairman of the Development Subcommittee. The following items were discussed: COMPREHENSIVE PLAN UPDATE SURVEY The attached format to be used in the analysis of the survey data x was discussed as it related to the makeup of the proposed review committee and the task of evaluating the questions. The review committee would be charged with determining what cross tabs are necessary. The comments, while not being statistically valid, do indicate certain problem areas. The committee should decide whether individual comments need to be addressed and at what level of detail. It might be determined that a chi-square analysis is the appropriate tool to determine statistical validity on selected data. Questions regarding the presentation of the final document have not been addressed by the subcommittee at this time. This process will be necessary after the analysis is complete in order to determine the level of change needed to the existing Plan. The adoption process was discussed. A method of advising the community of the results of the survey has not been decided at this time. A schedule for this process will be developed. Mr. Keener reviewed a variety of tables and charts that could be used in the analysis process. Mr. Petty advised the subcommittee that staff is prepared to begin the analysis process as soon as �!+ direction is received from the review committee. The Mayor stated that the entire process will need to be approved by the full Council before public input is requested. He added that additional categories might be added as follows: I DEVELOPMENT SUBCOMMITTEE JUNE 26, 1989 PAGE 2 VI Public Information VII Application to Update the Comprehensive Plan Mayor Farmer suggested that staff proceed with processing some statistical reliability checks to determine the time that will be required for this process. It was decided that the two incoming City Council members to the Development Subcommittee would serve on the review committee. Discussion was held regarding the appointment of two Planning & Zoning Commission members. It was suggested that the review committee should meet separately from the Development Subcommit- tee in order to remain focused on the project. There was further discussion as to the need to include members of the various boards on the review committee; however, it was decided that the review committee should include only members of the Council, Planning & Zoning Commission and staff. These members would be the actual end users of the Plan. Mayor Farmer stated that he would discuss the review committee with members of the Planning & Zoning Commission and will be making a mayoral appointment of two of those members as soon as possible. final document should be ready for presentation to the Planning Zoning Commission around the first of 1991. Mr. Petty suggested an review committee orientation meeting be held the week after the 4th of July. The Mayor stated that if he cannot attend any of the meetings, he will ask the Mayor Pro Tem to sit in his place. RENOVATION OF OLD LIBRARY Mr. Blaylock presented information to the subcommittee regarding the needed repairs to the old library and their costs. The amount of $19,812 would be borne by the City, $5,743 would be shared between the City and AISD, for a total to be spent by the City of $22,683.50. He stated that a general contractor is necessary to oversee the project. The subcommittee discussed the various items on the request, with additional attention given to the carpet cleaning and the air conditioner items. Councilman Wolfe suggested that new carpet should be considered as a better alternative to cleaning the aging carpet. Councilman Womack questioned whether there is room in the exist- ing facilities for this function and the need for space was discussed. Mr. Blaylock stated that he was of the understanding that there was some further consideration of an additional user for this building. DEVELOPMENT SUBCOMMITTEE JUNE 26, 1989 PAGE 3 Mr. Petty stated that the old library and the old police building are deteriorating with nonuse. He added that the Annex is at capacity and there is no room for the Economic Development Coordinator at this time. He suggested that funds should be considered for the renovation of both the old library and the old police building at the same time. He further suggested that funds should be used from interest earned from bond funds. The consensus of the subcommittee was that the proposal for renovations to the old library would be supported, with the modification that new carpet be installed, with funds to be used from interest earned, along with the understanding that renova- tions to the old police building should also be made with funds from interest earned. The subcommittee requested that Mr. Petty prepare information regarding the repairs that are necessary at the old police building. CORRESPONDENCE FROM MR. WILLIAM CAMPBELL Mr. Petty discussed correspondence received from Mr. William Campbell regarding his desire to donate a 20 -foot strip of land to the city. This strip of land is located north of the Oak Hill Subdivision between S.H. 5 and Jupiter Road. The subcommittee discussed whether the City had a use for this property and whether the property owners to the north might have an interest in acquiring the strip. Councilman Womack stated that it is his understanding that this is not an easement, and no sewer line is located on the property. The subcommittee discussed the current project of the North Texas Municipal Water District along Ridgeview Drive, and whether Mr. Campbell's connection with this project might have encouraged his contact on this property. The consensus of the subcommittee was that Mr. Campbell's letter should be answered with only a statement that the letter was received; no response being made to the actual request. REPORTS AND UPDATES Ms. Savage stated that there is no update at this time on TI project. She reported that the mowing contract was going well. DEVELOPMENT SUBCOMMITTEE JUNE 26, 1989 PAGE 4 Mr. Whitehead reported that the telemetry meter installation is nearing completion, that the water meters are being replaced, and that the water loss is going down. Mr. Petty reported on the McDermott landscaping project. The outgoing subcommittee members, Councilmen Wolfe and Glass, expressed their appreciation to City staff for their contribu- tions and support during this past year. The 1989-90 work program was provided to the new subcommittee members. Councilman Womack stated that he has been in touch with Councilman Fyke regarding future meeting dates and will advise City staff as soon as possible.
