Min - City Council - 1990 - 10/04 - RegularALLEN CITY COUNCIL REGULAR MEETING OCTOBER 4, 1990 Present: Joe Farmer, Mayor Council Members: With a quorum of the Council Members present, the workshop session of the Allen City Council was called to order by Mayor Farmer at 6:50 p.m. on Thursday, October 4, 1990, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Discussion of Consent Agenda and Regular Agenda Items (Agenda Item II) Mayor Farmer began the review of the Consent Agenda items. Discussion was held regarding the foreclosure of property due to back taxes. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item VI, Citizens' Comments. Inquiry had been received regarding conditions of an empty lot behind Timberbend Trail. Representation may be present to discuss this condition. It was suggested a proclamation declaring October 7 through 13 as Fire Prevention Week be considered at this time. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item VII, Administer Oaths -of -Office and Certificates of Appreciation to Newly Appointed and Reappointed Members of the Board of Adjustment, Sign Control Board, Parks and Recreation Board and City Health Officer. Judy Morrison, City Secretary, indicated there would be several individuals present to receive the oath. Numerous individuals have made other arrangements due to schedule conflicts. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item IX, Consider Capital Improvement Projects for Fiscal Year 1989-90 Using Remaining Bond Funds. There will be no items coming forward. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item X, Other Business: Calendar. Numerous items were noted as additions for the Calendar. It will be updated next meeting. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item X, Other Business: CCPOA. The October meeting will be held October 18 which is in conflict with a regular council meeting. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item X, Other Business: Subcommittee Reports. Finance/ Administration will be presenting to the Council a working copy of the new Personnel Policies and Procedures Manual for review Tuesday of next week. It was noted that the tax statements were sent out September 29. Services has been reviewing recycling and solid waste. Development has nothing coming forward at this time. There was no further discussion on this item. Mayor Farmer reviewed Agenda Item X, Other Business: Items of Interest. An update was given on the Texins Rod and Gun Club property. Discussion was also held on the McDermott landscaping and Allen Civic Plaza maintenance. There was no further discussion on this item. With a quorum of the Council Members present, the regular session of the Allen City Council was called to order by Mayor Farmer at 7:18 p.m. on Thursday, October 4, 1990, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. CONSENT AGENDA (Agenda Item V) MOTION: Upon a motion made by Councilman Fyke and seconded by Councilman Glass, the Council voted seven (7) for and none (0) opposed to approve and adopt all items on the Consent Agenda as recommended and as follows: A. McDonald sent letters of thanks and compliments to the paramedic team. Mayor Farmer relayed this to those involved. Mayor Farmer also complimented the Public Works Department for immediate action during a recent waterline crisis at Highpoint Estates. Mayor Farmer presented a plaque -of -appreciation to Donald Proeschel, Parks and Recreation Board, November 1984 - September 1990 and extended the gratitude of the Council for his service in this capacity. Consider Capital Improvement Projects for Fiscal Year 1989-90 Using Year 1989-90 Using RemainingBond Funds (Agenda Item IX) There are no Capital Improvement Projects for FY 1989-90 under consideration at this time. Items on Interest (Agenda Item X -D) There were no items of interest. Executive Session (Agenda Item XI) In accordance with Article 6252-17, V . A. T . C . S. ( Open Meetings Law) , Section 2(g), the Allen City Council convened into Executive Session at 7:46 p.m. in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order to discuss matters pertaining to Council Employee Evaluations and Pay Plan. The Executive Session was adjourned at 9:55 p.m. Reconvene (Agenda Item XII) The Allen City Council reconvened into regular session at 9:56 p.m. on Thursday, October 4, 1990, in the Council Chambers of the Allen Municipal Annex. The Council will retain the services of the current City Attorney and Municipal Court Judge for the upcoming year. MOTION: Upon a motion made by Councilman Fyke and seconded by Councilman Glass, the Council voted seven (7) for and none (0) opposed to approve the recommendations as discussed during the Executive Session regarding Council employee evaluations and pay plan. Adjourn (Agenda Item XIII) MOTION: Upon a motion made by Councilman Glass and seconded by Councilwoman Christakos, the Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen City Council at 9:56 p.m., on Thursday, October 4, 1990.
