Min - City Council - 1991 - 01/15 - Workshopr� ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP JANUARY 15, 1991 Present: Joe Farmer, Mayor Council Members: Rex Womack Mickey Christakos Bobby Glass (Absent) Jim Wolfe, Mayor Pro Tem Alan Fyke Gary Edstrom City Staff: Jon McCarty, City Manager Judy Morrison, City Secretary Call to Order and Announce a Quorum is Present (Agenda Item I) With a quorum of the Council Members present, the Special Called Workshop of the Allen City Council was called to order by Mayor Farmer at 7:13 p.m. on Tuesday, January 15, 1991, in the Council Chamber of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Personnel Policies and Procedures Manual (Agenda Item II) The Allen City Council began review of the proposed Personnel Policies and Procedures Manual for the City of Alien. The review began on page 29 or Section 10.03. A notation was made to insure certain definitions regarding categories of employees would be included somewhere in the manual. Section 10.03 D Minimum Hourly Use Vacation use of not less than two hours does not forecast problems in the future. Department heads are required to approve all vacation each January. Section 10.04 Leave Without Pay This is especially applicable in conjunction with an extended injury or sickness after vacation time and sick leave has been exhausted. ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP JANUARY 15, 1991 PAGE 2 Personnel Policies and Procedures Manual (Cont'd) (Agenda Item II) Section 10.04 D Insurance Coverage Employees who desire to continue insurance coverage must insure the premium is paid to the City prior to the City's payment to the insurance company. Section 10.12 B Maximum Accrual Discussion was held regarding the number of days able to be accumulated. This does not allow for full coverage after vacation and sick leave to bring an employee to the beginning of long-term disability. The term "60 days" should be noted in terms of hours to be consistent with the remainder of this section. Section 11.01 A-11Conduct Inconsistent with Interests of City of Allen Section should read: "Violation of nepotism, sexual harassment, secondary employment, falsification of records or other conduct policies addressed in this manual. Section 11.01 F Financial Obligations This can cause a disruption to the employee in the workplace. Section 11.02 A Restrictions Section should read: . Use of City facilities, equipment, supplies or time without prior approval by the City Manager for engaging in secondary employment will result in disciplinary action up to and including termination. Section 11:02 B Approval Requirements Employees need to be made aware of this section because they may not be aware of their responsibilities. Section 12.01 G Discharge Section should read: . Should it be determined that discharge is the appropriate action, the employee shall be issued a memorandum or letter . . . Also eliminate all gender references in this section and all sections of the Personnel Manual. Section 13.01 C Revocation of Resignations Bill Chibotta to review this section for clarification. 0 I A I ALLEN CITY COUNCIL. Section 14.01 A Purpose Strike the last sentence of this section. Section 14.02 F Refusal Consultant to clarify the last sentence of this section. Section 16.01 B Actions Addressed as a Complaint PAGE 3 (Agenda Item II) Discussion was held regarding the grievance procedure surrounding the employee performance appraisal. Section 18 All references to "policy" is to be changed to "procedure." Freeport Amendment (Agenda Item III) Jon McCarty, City Manager, discussed the background regarding the Freeport Amendment. Recent communications have taken place with officials from Matra (Intecom) . It is the desire of Matra leadership to insure that Matra becomes a financially stable company within three years. Avenues being explored at the present time include discussions with the Central Appraisal District regarding tax assessment, the Freeport Amendment and how it may relate to them, and the leasing of a portion of their building. Matra officials discussed the future of their company and what may be in store for the City of Allen as a result. The Council reviewed various scenarios surrounding the Freeport Amendment issue and the needs of several companies in the Allen area. Council will not only consider the Freeport Amendment as an immediate issue, but also a long term issue and the effect it will have on the City for years to come. Another item to consider is the voter response in the City of Allen for the Freeport Amendment in 1989. The Mayor, City Manager and Mayor Pro Tem will attempt to meet with officials from the school district to discuss the options surrounding this issue. If there is no specific action to be taken at the Council meeting Thursday evening, the item will remain on the table. There were no items of interest. Adjourn PAGE 4 (Agenda Item IV) (Agenda Item V) MOTION: Upon a motion made by Councilwoman Christakos and seconded by Councilman Womack, the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen City Council at 10:42 p.m., on Thursday, January 15, 1991.
