Call to Order and Announce a Quorum (Agenda Item I) With a quorum of the Council Members present and a quorum of the School Board present, Mayor Farmer and President Kerr called the Joint Special Meeting of the Allen Independent School Board of Trustees and the City of Allen City Council to order at 7:45 p.m. on Friday, February 22, 1991, in the meeting room at the Allen Public Library, Two Allen Civic Plaza, Allen, Texas. Texas. Introduction of Allen Chamber of Commerce Board Members - Mayor Farmer (Agenda Item II) Mayor Farmer called upon Scott Williams, Chamber President, to introduce members of the Allen Chamber of Commerce Board, being: Kay Trygstad, John Poer, Johnny Caplinger, E. T. Boon, Don Brazeal, Kevin Lilly, David Williams, Dana McGowan, Noel Crume. Also present was Vern Lahart and Scott Nowling. View a Video Presentation on the "Freeport Amendment" - David Pitatick, Economic Development Coordinator (Agenda Item III) David Pitstick, Economic Development Coordinator, showed the audience a video on the Freeport Amendment. ALLEN CITY COUNCILIALLEN INDEPENDENT SCHOOL DISTRICT JOINT SPECIAL MEETING FEBRUARY 22, 1991 PAGE 2 Presentation of the Value of the Freeport Amendment as an Economic Development Tool - David Pitstick (Agenda Item IV) David Pitstick, Economic Development Coordinator, explained the key issues regarding the Freeport Amendment and what this will mean to the community of Allen. No other city in Collin County has passed this amendment. At this stage in our development, Allen is able to adopt the amendment without a tremendous impact on the tax rolls. Consider Adopting the Freeport Amendment - The Governing Bodies of the City of Allen and Allen Independent School District will Separately and Individually Consider this Issue Consider an Ordinance Implementing the Freeport Amendment Effective January 1, 1991 - Allen City Coundl (Agenda Item V-A) The Freeport Amendment will allow the city and school district to exempt from taxation certain goods that are forwarded out of the state within 175 days of entering. This will ensure that Allen will become an attractive place to locate new businesses. �I Ordinance No. 1025-2-91: An Ordinance of the City Council of the City of Allen, Collin County, Texas, Providing for the Exemption from Property Taxation of Certain Property Described under Article VIII, Section I -J, Texas Constitution Beginning with the 1991 Tax Year. MOTION: Upon a motion made by Councilman Fyke and seconded by Councilwoman Christakos, the Council voted six (6) for and none (0) opposed to approve Ordinance No. 1025-2-91 as previously captioned. The motion carried. Consider a Resolution Implementing the Freeport Amendment Effective January 1, 1991 - Board of Trustees (Agenda Item V -B) MOTION: Upon a motion made by Board Member Williams and seconded by Board Member Evans, the Board of Trustees voted six (6) for and none (0) opposed with Board Member Waller abstaining, to approve the Freeport Amendment Resolution to become effective January 1, 1991.
