Smith, City Attorney Workshop Session With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to order by Mayor Terrell at 6:26 p.m. on Tuesday, March 27, 2018, in the City Council Conference Room of the Allen City Hall, 305 Century Parkway, Allen, Texas. 1. Update Regarding Annual Christmas Tree Lighting. 2. Update Regarding Community Integrity Plan. 3. Committee Updates from City Council Liaisons. 4. Questions on Current Agenda. With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:00 p.m. on Tuesday, March 27, 2018. Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:06 p.m. on Tuesday, March 27, 2018, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Citizen's Comments. • Marion Parker, 400 Daisy Drive, Allen, Texas, expressed concerns regarding gun safety in the Allen community and Allen area schools. • Vivek Agarwal, 2014 Lunenburg Drive, Allen, Texas, expressed concerns regarding water quality. • Nestor Ryes, 301 North Greenville Avenue, Apt. 135, Allen, Texas, requested that the Allen High School Football Stadium be used by area churches to host a crusade. 2. Presentation of Proclamation by the Office of the Mayor. • Presentation of a Proclamation to Coach Jerry Best and the Allen High School Wrestling Team Proclaiming 2018 as "Allen Eagles Wrestling Team Year" Consent Aeenda MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows: ' 3. Approve Minutes of the March 13, 2018, Regular City Council Meeting. 4. Award Bid and Authorize the City Manager to Execute a Contract with Central North Construction, LLC, for the Construction of the Median Improvements Project in the Amount of $2,190,803. 5. Authorize the City Manager to Execute a License and Facilities Agreement with Ridgeview by Almega, LLC, and Allen Villas Homeowners' Association, Inc., Related to Maintenance of Non - Standard Street Lights. 6. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement between the City of Allen and the City of Plano for City Employees to Participate in Training Courses. RESOLUTION NO. 3561-3-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND THE CITY OF PLANO, TEXAS, FOR EMPLOYEES TO PARTICIPATE IN TRAINING COURSES; AND PROVIDING AN EFFECTIVE DATE. 7. Receive the Summary of Property Tax Collections as of February 2018. The motion carried. Regular Agenda S. Conduct a Public Hearing and Adopt an Ordinance Amending various sections of the Allen Land Development Code for the following: Add Section 1.10 Relating to the Interpretation of the ALLEN CITY COUNCIL REGULAR MEETING MARCH 27, 2018 PAGE 3 ' ALDC; Amend Section 4.08.5 Relating to the "TH" Townhome Residential District; Amend Section 4.15.2 Relating to Lot Dimensions for Townhomes and Masonry Requirements for Residential Structures; Amend Section 4.15.3 Relating to Certain Non -Residential Front Yard Setbacks in the Corridor Commercial "CC" Zoning Districts; Amend Section 4.20.2 to Add "Personal Service Business" as a Type of Use; Amend Section 6.04.1 Relating to Temporary Use Applications for Carnivals, Circuses, and Fairgrounds; Add Section 6.06.14 Relating to Development Standards for Townhomes; Amend Section 7.05.3 Relating to Non -Residential and Multifamily Landscape Buffers; Amend Section 7.07 Relating to the Height of Fences or Walls; Amend Section 7.09.111- Table 7.23 Adding Regulations Relating to Certain Signs Adjacent to State Highway 121; Amend Section 8.02 and Section 8.03 Relating to the Approval of Plats; Amend Section 8.05.1 to Add Regulations Relating to Sight Visibility Triangles; and, Amend Appendix A by Amending the Definition of "Amusement Commercial (Indoor);' "Medical or Dental Office," and adding a Definition for "Personal Service Business." Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. The following individual spoke in opposition to the item: Lauren Doheny, 713 Longwood Drive, Allen, Texas. The following individual spoke in support of the item: ' Ronald Rodenbaugh, 401 Keith Drive, Allen, Texas. With no one else speaking, Mayor Terrell closed the public hearing. MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3562-3-18, as previously captioned, amending the Allen Land Development Code as proposed. The motion carried. Other Business 9. Calendar. 10. Items of Interest. • Council recognized Trail Life USA Troop 226 in attendance as a requirement for eaming the citizenship merit badge. The Regular Meeting was recessed at 7:55 p.m. Executive Session In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at 8:04 p.m. on Tuesday, March 27, 2018. In the Council Conference Room, 305 Century Parkway, Allen, Texas, in order discuss matters pertaining to: 11. Personnel Pursuant to Section 551.074 of the Texas Government Code — Discuss Appointment to Fill a Vacancy on the Board of the Allen Economic Development Corporation. The Executive Session adjourned at 8:08 p.m. on Tuesday, March 27, 2018. 12. Reconvene and Consider Action on Items Discussed During the Executive Session. The Allen City Council reconvened into the Regular Meeting at 8:10 p.m. on Tuesday, March 27, 2018. The following action was taken on items discussed during the Executive Session. MOTION: Upon a motion made by Mayor Terrell and a second by Councilmember Smut, the Council voted seven (7) for and none (0) opposed to appoint Mayor Terrell to Place No. 1 on the Allen Economic Development Corporation. The motion carried. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 8:11 p.m. on Tuesday, March 27, 2018.
