Call to Order and Announce a Quorum is Present (Agenda Item I)
With a quorum of the Council Members present, the special called workshop session
of the Allen City Council was called to order by Mayor Farmer at 7:10 p. m. on Wednesday,
May, 1, 1991, in the Library Meeting Room of the Allen Public Library, Two Allen Civic
Plaza, Allen, Texas.
Discuss Goals and Objectives for Fiscal Year 1991-92 (Agenda Item II)
Jon McCarty, City Manager, discussed the background of the goals and objectives
process. He indicated that several of these goals and issues overlapped, especially the CIP
multi-year program. These goals were written in a team effort process. The Blue List had
been prioritized during the Spring Planning Session. If Council so desires, they may wish
to reprioritize all these issues. If a new rank takes place, only those issues that were on
the Blue List, three issues from the Red List and one issue from the White List, will be

available for tonight's discussion. Budget numbers will be prepared for each of these
issues and will be presented to the Council at their May 30 workshop. At that time Council
will again have an opportunity to review and discuss all the issues to be considered for the
fiscal year 1991-92. Council reviewed all items on all lists and felt that all the items on the
Blue List will remain as "this years list." They also added the following items:
Michael Stanger, Assistant to the City Manager, reviewed with the Council the
terminology and background of this process. These issues address the fulfillment of the
Mission Statement created during the Spring Planning Session. Council was asked to
evaluate the goals to see if they describe the state or condition that we want to attain.
They were then asked to review the objectives to see if those objectives will help attain the
goal -

MOTION: Upon a motion made by Councilwoman Christakos and seconded by Councilman
Fyke, the Council voted four (4) for and none (0) opposed to adjourn the
special called workshop of the Allen City Council at 10:45 p.m., on
Wednesday, May 8, 1991. The motion carried.
These minutes approved on the 16th day of May, 1991.
