Min - City Council - 1991 - 05/09 - Special CalledI I ALLEN CITY COUNCIL SPECIAL CALLED SESSION ELECTION CANVASS MAY 9, 1991 Present: Joe Farmer, Mayor Councilmembers: Rex Womack, Mayor Pro Tem (Absent) Mickey Christakos Bobby Glass (Absent) Mike Nichols Alan Fyke Gary Edstrom City Staff: Jon McCarty, City Manager Judy Morrison, City Secretary Call to Order and Announce a Quorum is Present (Agenda Item I) With a quorum of the Councilmembers present, the Special Called Session of the Allen City Council was called to order by Mayor Farmer at 7:04 p.m. on Thursday, May 9, 1991, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Canvass of Election Returna for the May 4, 1991 City Council Election (Agenda Item II) City Secretary Judy Morrison reviewed for the City Council the election returns for the City Council Election held on Saturday, May 4, 1991. Mrs. Morrison reviewed with the Council the handout materials which included a summary of precinct returns, a record of ballot distribution, election results by candidates, noting statistics by precinct, and a review of recent voting history. Terrell Miscellaneous Votes Consideration of a Resolution Declaring Results of the May 4, 1991of the May 4, 1991 Ci�Council Election Resolution No. 1032-5-91(R): AResolution of the City Council of the City of Allen, Collin County, Texas, Declaring the Results of the General Election of the Allen City Council Held on May 4, 1991. PAGE 2 (Agenda Item II) TOTAL NUMBER OF 596 309 92 92 225 3 580 730 2 (Agenda Item III) Mayor Farmer advised the Council that the proposed resolution showed the total cumulative votes cast in the election, being 1,343, with the following individuals being declared to receive the highest number of votes and being declared as the official elected Councilmembers: Kevin Lilly - Place No. 1 David Bishop DDS - Place No. 3 Stephen G. Terrell - Place No. 5 MOTION: Upon a motion made by Councilmember Fyke and seconded by Councilmember Edstrom, the Council voted five (5) for and none (0) opposed to approve and adopt Resolution No. 1032-5-91(R), as previously captioned. The motion carried. I ALLEN CITY COUNCIL SPECIAL CALLED SESSION MAY 9, 1991 PAGE 3 Administration of Oaths -of -Office by City Secretary (Agenda Item IV) City Secretary Judy Morrison administered the oaths -of -office to the newly elected Councilmembers: Kevin Lilly, Place No. 1, David Bishop DDS, Place No. 3, and Stephen G. Terrell, Place No. 5. Presentation of Certifimtes of Election by Mayor (Agenda Item V) Mayor Farmer presented the Certificates of Election to Councilmembers Kevin Lilly, David Bishop and Steve Terrell, and offered congratulations to those individuals. At this time, Councilmembers Kevin Lilly, David Bishop and Steve Terrell took their places on the Council Bench. Mayor Farmer extended a warm welcome to the new members and indicated there is a great deal to be done in the community of Allen. Election of a Mayor Pro Tem (Agenda Item VI) Mayor Farmer advised the Council of the process for election of a Mayor Pro Tem and then opened the floor for nominations of the same. Councilmember Nichols nominated Gary Edstrom for Mayor Pro Tem. MOTION: Upon a motion made by Councilmember Christakos and seconded by Councilmember Bishop, the Council voted seven (7) for and none (0) opposed that nominations cease and that Gary Edstrom be elected as the Mayor Pro Tem by acclamation. The motion carried. Items of Interest to Council (Agenda Item VII) Kevin Lilly thanked all the voters of the City of Allen and the former Councilmembers who had the foresight to bring the City to the place it is today. It is his desire to continue that the Council continue to accomplish much in the years ahead. The meeting was recessed at 7:15 p.m., Thursday, May 9, 1991. The Special Called Session reconvened at 7:25 p.m. to discuss the goals and objectives of the first nine issues. The Mayor indicated that staff should expect Council to assess their progress on anyone or all of the issues before Council. This may be monitored through the subcommittee process and/or quarterly subcommittee meetings. Police Chief, Richard Carroll, discussed a new program being initiated by the Allen Police Department called H. E. A. T. (Help End Auto Theft). Citizens will be able to place a sticker on their vehicle, identify bonafide drivers of the vehicle and authorize the police department to stop the vehicle if it is on the streets after 1:00 a.m. to verify it has not been stolen. Many metroplex cities already have this program in place. The regular review of the subcommittee process will take place July 1. Until that time, the following appointments will be in place: Development: Services: Finance /Administration Economic Development Adioura Gary Edstrom (Chairperson), Kevin Lilly Mickey Christakos (Chairperson), David Bishop Mike Nichols (Chairperson), Steve Terrell Mickey Christakos (Chairperson), Gary Edstrom, Mike Nichols (Agenda Item VIII) MOTION: Upon a motion made by Councilmember Christakos and seconded by Mayor Pro Tem Edstrom, the Council voted seven (7) for and none (0) opposed to adjourn the Special Called Session of the Allen City Council at 8:50 p.m., on Thursday, May 9, 1991.
