With a quorum of the Councilmembers present, the workshop session of the Allen City Council was called to order by Mayor Pro Tem Edstrom at 6: 52 p. m. on Thursday, October 3, 1991, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Discussion of Consent Agenda and Regular Agenda Items (Agenda Item II) Mayor Pro Tem Edstrom began the review of the Consent Agenda items. Discussion was held regarding the reduced speed limit around Ford Park. A traffic study was not done but the speed limit was reduced. The Director of Community Development reminded Council that the purpose of streets in a municipality is to move traffic. Because this area is a zoned park, it can be treated in a special manner with reduced limits. Discussion was held regarding Agenda Item G, Approve Payment of Bills Associated with the 1985 Capital Improvement Program. It was suggested that bond money not be used for maintenance items such as several payment of bill items in this section to include slurry seal. It is not prudent to finance a seven-year project with a twenty-year note. This concept will be reviewed in the future. Mayor Pro Tem Gary Edstrom reviewed Agenda Item VI, Citizen's Comments. The Allen Environmental Action League will be present tonight to state their support of Allen's recycling program. A letter was received from John Reitinger regarding the Stacy Road Pump Station aesthetic condition. Bob Butcher, a concerned citizen of Allen, contacted a councilmember regarding the "bike ban" on 2170 West. Judy Morrison, City Secretary, indicated there will be two proclamations during the Citizen's Comments section --one with regard to Mental Illness Awareness Week and the other regarding Alpha Delta Kappa Week. Mayor Pro Tem Edstrom reviewed Agenda Item VII, Oaths -of -Office and Certificates of Appointment to Newly Appointed Members to Fill Vacancies on Various City Boards. Judy Morrison, City Secretary, indicated that everyone had been notified. However, Lonnie Thomas would not be present tonight. Mayor Pro Tem Edstrom reviewed Agenda Item VIII, Other Business. There was no discussion on the calendar or subcommittee reports. City Manager, Jon McCarty, indicated presentations would be addressed during Items of Interest from several staff members to include Texins Rod and Gun Club, Central Expressway, FM 2170 east and west, and the status of State Highway 5. With no further discussion on the agenda, the workshop session of the Allen City Council was adjourned at 7:24 p.m. on Thursday, October 3, 1991. REGULAR SESSION - 7:30 P.M. With a quorum of the Councilmembers present, the regular session of the Allen City Council was called to order by Mayor Farmer at 7:30 p.m. on Thursday, October 3, 1991, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. CONSENT AGENDA (Agenda Item V) MOTION: Upon a motion made by Councilmember Christakos and seconded by Councilmember Bishop, the Council voted six (6) for and none (0) opposed to approve and adopt all items on the Consent Agenda as recommended and as follows: A. End of Consent Agenda Citizen's Comments (Agenda Item VI) Ramona Corwin, Allen Environmental Action League, 823 Clearlake, Allen, Texas, spoke before the Council to show the League's support for the Council's recent recycling program. She shared with the audience a song done by Garth Brooks called "Against the Grain. " John Hoelzel received a proclamation from the office of the Mayor proclaiming the week of October 6 - 13, 1991, as "Mental Illness Awareness Week." Linda Saenz, Suzanne Sayer, and Nancy Scott received a proclamation from the office of the Mayor proclaiming the week of October 13 - 19, 1991, as "Alpha Delta Kappa Week." Mayor I�ST"TEN I (Agenda Item VIII -A) (Agenda Item VIII -B) ALLEN CITY COUNCIL REGULAR SESSION OCTOBER 3, 1991 PAGE 6 Items of Interest (Agenda Item VIII -C) City Manager, Jon McCarty, indicated that an update presentation would be made by several department heads at this time. • Special Use Facilities Rhoda Savage, Parks and Recreation Director, discussed the progress of construction of the Special Use Facility. She Indicated there may be some deducts in change orders in the future and some additions but the project will continue to come within the allotted dollar amount and will be completed by February 1, 1992. Once all the changes are made, Phase 1B will be reviewed and decisions will be able to be made regarding Phase I.B. Council requested an on-site tour of the property to better acquaint themselves with the work that is being done. Staff will arrange for such a tour in the near future. She indicated the grant was received in September for the acquisition cost of the property. Miss Savage also reviewed with the Council the use of Lstaff during the construction process to aid with certain cost reductions. • Central Expressway Dave Whitehead, Public Works Director, discussed the timing schedule and construction techniques for Central Expressway along with the frontage road to Sign and the schedule for Bethany Road to State Highway 121. Completion date for the project is estimated to be February, 1994. Newly constructed service roads will terminate at Bethany Road during the first phase of this construction. Central Expressway from Bethany Road north to 121 continues to be in the state highway department's five-year program. Farm -to -Market 2174 East Engineering Approval from State Department of Highways and Public Transportation Bill Petty, Director of Community Development, indicated the schematic plan completed for the alignment on this roadway has been approved by the SDHPT. The environmental impact study has been reviewed and has passed their review which means we will be receiving it in approximately two months. Once the final approval has been received, the City will be able to proceed with acquisition of right-of-way. The first step in the process for right-of-way attainment is the completion of an enhancement study done by an appraiser. Construction plans are in process ALLEN CITY COUNCIL REGULAR SESSION OCTOBER 3, 1991 and by the time the right -o£ -way has been attained by the City, we should be able to continue as expected. Status of State highway 5 Bill Petty, Director of Community Development, indicated that the state will let contracts in 1993, 1994 or 1995 for the construction of State Highway 5. He was hopeful that due to the new gasoline tax certain of these projects may be rescheduled to an earlier date. Farm -to -Market 2170 West There was no report on this item at this time. Pending Development Bill Petty, Director of Community Development, indicated that residential and church development is very strong in the City of Allen. New residential starts are up 25% and residential taxable value rose 25% the last year. Thirteen subdivisions are being built in at the present time. Trends show we are building more houses than we are developing lots at this time.
