WORKSHOP SESSION - 6:45 P.M.
With a quorum of the Councilmembers present, the workshop session of the Allen City
Council was called to order by Mayor Farmer at 7:12 p.m. on Wednesday, November 6,
1991, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen,
Texas.
Workshop on Economic Development
(Agenda Item II)
The Services Subcommittee reported to the full council work that had been done thus
far regarding the 1120 sales tax. The Executive Report was reviewed and minor
adjustments will be made to the question regarding the advantage of sales tax versus some
other tax. Council also made the statement that this would be a factual informational piece
of information that ethically could be funded with city tax dollars.
Discussion was held regarding the proposed election strategy regarding the 1124
sales tax for economic development and the organizational chart set forth for campaign
leadership. Information will besought regarding the setting up of apolitical committee and
reporting requirements of that committee. The fund raising goal of $8,000 was set due to
printing and postage costs of various mail -outs from the city. The various coordinators
will be manned by volunteers other than elected officials and staff.

Various city council duties will include improving the election strategy, set
workshops, hold alliance meeting, select campaign leadership, call the election, hold a town
hall meeting. Although the council will not be coordinating the campaign leadership
process, they will be available as speakers if needed.
It was suggested that volunteers from the recent CIIP meeting will be good
candidates for certain of these positions.
Discussion was held regarding the calendar of events leading up to the election on
January 18, 1992. A town hall meeting has been scheduled for January 19 with the topic
of "Economic Development 1/2@ Sales Tax" to be discussed. The council will work out the
program design in the next few weeks. The Economic Development Committee is to work
out details for this meeting to be held possibly in the cafetorium of the high school.
Council took a fifteen minute recess at 8:10 p.m.
Additional discussion was held regarding the organization of the election strategy.
The Policy Oversight Committee will contact a possible volunteer for those needed in
campaign leadership roles. It is anticipated that on election day all those people who had
been contacted previously will again be contacted to encourage those individuals to vote.

There were no items of interest for the council.
Adiourn (Agenda Item IV)
MOTION: Upon a motion made by Councilmember Christakos and seconded by
Councilmember Lilly, the Council voted six (6) for and none (0) opposed to
adjourn the regular session of the Allen City Council at 9:10 p.m., on
Wednesday, November 6, 1991. The motion carried.
