R-3565-4-18RESOLUTION NO. 3565-4-18(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING A PROPOSED BOND PROGRAM ELECTION FOR TRANSPORTATION IMPROVEMENTS TO BE CALLED BY THE COLLIN COUNTY COMMISSIONER'S COURT FOR NOVEMBER 6, 2018; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a more robust transportation network is critical for the future of Collin County, which includes improvements to community arterial roadways of regional significance and limited -access highways; and, WHEREAS, the Allen City Council is aware of the planning effort put in place by the Collin County Planning Board and the Commissioner's Court, whose purpose is to review the capital needs of the County; and, WHEREAS, the Collin County Planning Board is recommending a bond program for critical transportation projects in anticipation of the projected population growth in Collin County, with the goal to fund construction of limited access roadways, principal arterials connections, and partnerships with cities on critical thoroughfares on the County Thoroughfare Plan; and, WHEREAS, the Collin County Commissioner's Court has weighed the matter, heard from local elected officials, and discussed specifics of a proposed bond election at their last meeting on April 16, 2018, and has indicated additional discussions will take place at their next meeting on April 23, 2018; and, ' WHEREAS, the last Collin County Bond Election was in 2007, and included an allocation of funding to partner with the City of Allen on essential transportation improvements within our community; and, WHEREAS, over the past 1I years, Allen taxpayers have benefited greatly from essential transportation projects such as: Chaparral Road and Cottonwood Creek Bridge, from Persimmon Court to Brook Ridge Avenue Ridgeview Drive, from Custer Road to Chelsea Boulevard Exchange Parkway, from Allen Heights to Alma Drive Bethany Drive, from Allen Heights Drive to Angel Parkway Watters Road, from Bossy Boots Drive to Ridgeview Drive Stacy Road, from Greenville Avenue to FM 1378 Various community arterial roadway intersection improvements. WHEREAS, a proposition estimated to be in excess of $600 million may be considered, and it is expected that the passage of the 2018 Collin County Bond Program will not result in a tax increase for property owners. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1. The Allen City Council hereby encourages and supports the Collin County Commissioner's Court to order a 2018 Collin County Bond Election for essential Transportation Improvements for November 6, 2018. Proposed propositions relating to transportation will benefit residents of both the City of Allen and Collin County and ensure that our quality of life will be maintained during this period of rapid growth and ' development.
