With a quorum of the Councilmembers present, the workshop session of the Allen City Council was called to order by Mayor Farmer at 7:05 p.m. on Monday, December 2, 1991, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Workshop on Capital Improvements Fees (Agenda Item 11) City Manager Jon McCarty explained the tables in the packets and tied them in with the Capital Improvements Plan and Impact Fee Calculation Report. He then recommended that the City Council approve the proposed Impact Fees be set as follows: Water 50% _ $274, Wastewater 100% = $92 and Thoroughfares 0%. Mayor Farmer expressed concern over the 0% Impact Fees for Thoroughfares. He wasn't sure how this could benefit the City in any way. Overall, staff feels that the City of Allen's rates are very competitive with the adjacent cities. ALLEN CITY COUNCIL WORKSHOP SESSION DECEMBER 2, 1991 PAGE 2 City Manager Jon McCarty stated that the City currently pays for streets either through facilities agreements, assessments or bond funds. City Manager Jon McCarty further stated that he and staff would evaluate the effects of this decision over the next 12-18 months and bring the findings and a recommendation to Council at that time. Council will review the findings and reconsider the Impact Fee rates for thoroughfare. Mayor Farmer asked if this complied with the Texas Local Government Code, V.A. T.S. requirements. Mr. Abernathy confirmed that this does conform to State requirements which states you are required to meet at least every three (3) years or you can meet as often as every six (6) months. Dave Whitehead stated that at the proposed water and sewer rate this would bring in enough revenue to pay for future bond debt for a 1992 bond sale. City Manager Jon McCarty explained that if in the end there is a short fall, then projects will have to be deleted or postponed. Mr. Abernathy stated that he has been working with City staff to make the necessary changes to the proposed Impact Fee Ordinance and that he feels it will be ready in final form for the Thursday, December 5, 1991 Council meeting. Items of Interest (Agenda Item III) Councilmember Christakos asked that the Council table the Allen Substance Abuse Prevention Steering Committee agenda item at the Thursday, December 5, 1991 meeting until after their meeting on December 10, 1991. Adjourn (Agenda Item IV) The workshop session of the Allen City Council was adjourned by Mayor Farmer at 8:54 p.m. on Monday, December 2, 1991.
