With a quorum of the Councilmembers present, the special called session of the Allen City Council was called to order by Mayor Farmer at 7:07 p.m. on Tuesday, August 18, 1992, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Dan McClain, 912 Allen Heights, Allen, Texas 75002, spoke before the Council regarding the medians along Allen Heights Drive. Mr. McClain requested the Council to consider enhancing that median through the planting of approximately 23 red oak trees. Mr. McClain indicated he had checked the costing and the possible use of volunteers for the planting of the trees. It was noted that the Rotary Club has been growing trees for use within the City of Allen and this might be appropriate use of a portion of those trees. The City Manager was instructed to work with Mr. McClain, Bob Rothe, President of Rotary Club, and the Parks and Recreation Department regarding the placement of trees in the Allen Heights median. Public Hearing on the Budget as Required by Section 4.04 of the Allen City Charter (Agenda Item II) Jon McCarty, City Manager, gave a brief overview of the Budget as proposed for Fiscal Year 1992-93. He reviewed the assessed valuations since 1988 which showed the percentage of decline and per capita decline over this period of time. Mr. McCarty indicated that last year's tax rate was 73. It, the proposed tax rate for this year is 76.64, and the effective tax rate is 78.10 per $100 valuation. Mr. McCarty reviewed the General Fund Revenues and expenditures along with a Recovery Budget proposed by department. Mr. McCarty discussed debt service and strategic planning goals set forth by the City Council. Mayor Farmer read the request into the record as follows: "Public Hearing on the Budget as Required by Section 4.04 of the Allen City Charter." Mayor Farmer opened the public hearing and asked for anyone speaking either for or against the Budget to do so at this time. Ray Galloway, One Brewster Court, Allen, Texas, spoke before the Council commending the Council for their support in providing facilities for the City of Allen. He indicated the citizens appreciated these facilities and do not mind paying to have those facilities in the City. With no one else speaking either for or against the request, Mayor Farmer closed the public hearing. City Manager Jon McCarty indicated that extra copies of the budget would be made available to those who are interested in receiving them. Adjourn (Agenda Item III) MOTION: Upon a motion made by Councilmember Christakos and seconded by Councilmember Terrell, the Council voted six (6) for and none (0) opposed to adjourn the special called session of the Allen City Council at 7:48 p.m., on Tuesday, August 18, 1992.
