Min - City Council - 1992 - 11/02 - Special CalledMINUTES CITY COUNCIL SPECIAL CALLED MEETING COUNCIL OF THE WHOLE (C•O.W. ) MONDAY, NOVEMBER 2, 1992 - 7:30 P.M. Members Present: Absent: Joe Farmer, Mayor Mike Nichols Kevin Lilly, Mayor Pro Tem Sharon Hamner Mickey Christakos David Bishop Steve Terrell city Stsff Jon McCarty I. Call to Order and Announce a Quorum is Present. II. Annual Work Programs, Mayor Farmer stated that each committee will review the elements in for their work program but only to the level of detail needed understanding. It is understood that direction and clarification from the Council to the Committee on some subjects will be needed. Mayor's Committee: I. Communications - Sister City Program, working with AISD on development issues and Allen American relations. II. Legislative - Development of program for the Regular Session and Special Sessions. III• Customer Service - Look to report to Council on specific elements of this plan. IV. Annual Activities - No comments. V. Records Management - No comments. Others - Discussed Project Kids report and what role, if any, the Council should play. Development Committee: 1. Restricted Transportation - Committee members solicited 'i questions. Page 2 C.O.W. Meeting November 2, 1992 II. Declining Tax Base/Increased Service Demands. Discussed Stormwater Utility fee, Sharon's attendance at November 10, 1992, North Central Council of Governments workshop and Allen Environmental League involvement. III. Multi Year CIP - Proposed that Council would adopt the CIP in September. IV. Vehicle Replacement - need to work with Finance/Administration - to achieve a collaborative effort. V. Infrastructure Maintenance - No comment. VI. Property Maintenance Code - This is the "reborn" version of neighborhood integrity. VII. Disposition and/or use of City Property - Discussed the ultimate disposition of Ferris Water Tower. Do we keep It and maintain it or get rid of it. Committee will look at options. Other Zoning Ordinance review. Question regarding sale of beer at bowling alley. How do other Cities manage the food/beverage ratio. Do private clubs require no alcohol in or Out. Services Committee: I. Fire Equipment - What equipment should be put on fire truck. User fee for commercial reinspection. Il. Police - Discussed not having animal control ordinance on work program. III. Library - Meeting room policy and desirability for the courier service. IV. Solid Waste Management. V. City Administration - Discussed employee Health Insurance Pian. VI. Parks and Recreation - Maintenance of subdivision entryways. Bethany Lakes need to look at timing on primary structure. Check on "walls" around new subdivision on Jupiter. Finance/ Administration Committee: I. i Year End Audit - Currently underway. II. Timely Vehicle Replacement - This committee to compile depreciation schedules for all vehicles. Page 3 C.O.W. Meeting November 2, 1992 III. Joint Tax Office Advisory Committee - Committee decidedto meet only once a year. IV. Audit Engagement Letter. V. Council Planning Events - December 15th is Board Appreciation Dinner. Budget Retreat and Spring Planning date to be confirmed. 3 VI. Franchise Agreement with TCI Cablevision - Committee will get j more information on new Federal Legislation and seek to •) negotiate agreement with TCI. VII. Employee Evaluations: VIII.
