With a quorum of the Councilmembers and Board members present, the workshop
session of the Allen City Council and Allen ISD Board of Trustees was called to order by
Worley Stein, Vice President -Board of Trustees, and Mayor Farmer at 7:03 p.m. on
Monday, November 30, 1992, in the Allen ISD Administration Building Board Room at 200
South Cedar, Allen, Texas.

David Pitstick, Economic Development Director, gave an Economic Development status
report, specifically mentioning the half -cent sales tax, relocation of TRW to Allen, and the
purchase of a 92 -acre industrial site.
AISD Growth Management Report (Agenda Item III)
Dr. Gene Davenport presented the Project Kids growth management report.
Proposed Major Land Developments
Staff Review and Coordination
(Agenda Item IV)
Bill Petty, Director of Community Development, used overheads to present
information about proposed major land developments.
Jon McCarty, City Manager, reported that the City Staff and AISD Staff are
coordinating closely on matters related to residential development and zoning.
Public School Funding Issue (Agenda Item V)
Dr. Gene Davenport reviewed the public school funding issue.
Progress Report on Allen Substance
Abuse Prevention (ASAP) Program (Agenda Item VI)
After a brief progress report on the Allen Substance Abuse Prevention (ASAP)
Program by City Manager Jon McCarty, Councilmember David Bishop expressed a concern
that perhaps the administration of the program should be done by the school district
instead of the City. Following discussion of this matter, Mayor Joe Farmer directed City
Manager Jon McCarty and Superintendent Gene Davenport to take this possibility under
advisement and come back to the Board and Council with a recommendation only if there
were substantive changes recommended in the job description or the ASAP by-laws.
Otherwise, the process of replacing Joel Blaylock should commence as soon as possible.

Adjourn (Agenda Item VIII)
MOTION: Upon a motion made by Board member Chuck Williams and seconded by Board
member Glenn Andrew, the Board of Trustees voted unanimously to adjourn
the joint meeting at 9:15 p.m., on Monday, November 30, 1992. The motion
carried.

MOTION: Upon a motion made by Councilmember Christakos and seconded by
Councilmember Terrell, the Council voted unanimously to adjourn the joint
meeting at 9:15 p.m., on Monday, November 30, 1992. The motion carried.
