Welcome and Overview Comments (Agenda Item II) Mayor Farmer explained the subcommittee structure and the communication program which includes the Municipal Messenger, cable view and CIIP. Presentation Topics (Agenda Item III) Economic Development (Agenda Item III -A) Councilmember Mike Nichols explained that $4.5 million is sales tax will be generated over 15 years. This value is for $10-20 million in real property and $40-60 million in personal property. TRW will employ 900 employees. I 0 ALLEN CITY COUNCIL SPECIAL CALLED CITIZEN INTERACTION/INFORMATION DECEMBER 12, 1992 PAGE 2 David Pitstick, Economic Development Director, explained that Allen is a frontrunner in business attraction and expansion in the Dallas Metroplex. He reviewed the 92 acre industrial site which might be offered at or below market value. He also explained the target industries and businesses, is., medical service and technology and bi-tech telecommunications and electronics manufacturing. (Agenda Item III -B) Councilmember Sharon Hamner explained how the development is closely linked with transportation issues. She explained the projects the City of Allen was able to have rated through the ISTEA program. Councilmember Hamner complimented Staff for quick work and past councilmembers for their forward thinking. City Manager Jon McCarty explained the roads that he would be discussing are those for which public funds will be expended. • FM 2170 SH 5 East to Allen Heights - 1994 Letting date Explained - ROW Acquisition and Utility relocation • SH 5 Chaparral to FM 2170 - 1999 Letting date SH 5 FM 2170 to Exchange - 1996 Letting date • Exchange SH 5 to US 75 - 1994 Letting date • Intersection of Bethany to US 75 - August 1994 Intersection of FM 2170 to SH 5 - October 1994 • US 75 Bethany to SH 121 doesn't require local funds - 1996 letting date City Manager Jon McCarty listed the projects not included: • FM 2170 from US 75 to Custer • FM 2170 East of Allen Heights • SH 5 Exchange to Stacy City Manager Jon McCarty also discussed the surrounding areas and how their projects affect Allen. Break into Subgroups and Discuss Topica Presented (Agenda Item IV) Mayor Pro Tem Kevin Lilly and Councilmembers Mickey Christakos, Steve Terrell and David Bishop led the subgroups in discussion. Funding for roadways not in ISTEA Fire station location Would like time lines moved up on certain road projects Request for participation on behalf of City: Who to go to for hearings? Questions and Responses (Agenda Item VI) Those present were asked to communicate with others within the community Council's desire for citizen participation. Discussion was held regarding the process concerning the primary building at Bethany Lakes. The citizens were encouraged to visit Bethany Lakes and enjoy the fishing. Adjourn (Agenda Item VII) Mayor Farmer and the Council adjourned the meeting at 3:53 p.m. These minutes approved on the 17th day of December , 1992.
