Bruce Smith, President, Arvida Sean Randall, Staff, Arvida Gregg Moseman, Briar Ridge Investments John Green, Property Owner Call to Order and Announce a Quorum is Present (Agenda Item 1) With a quorum of the Councilmembers present, the special called workshop of the Allen City Council was called to order by Mayor Farmer at 7:13 p.m. on Wednesday, April 7, 1993, in the Library Meeting Room of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas. Mayor Farmer indicated that this workshop session would be a "learning, complete, concise, and focused" presentation of the zoning proposal. Mayor Farmer reviewed with the proponents a suggested time -line with regard to this request. Richard Ferrara, President of Richard Ferrara Architect, Inc., then introduced all the proponents to the Council. ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP SESSION APRIL 7, 1993 Workshop: Twin Creeks Zoning Proposal PAGE 2 (Agenda Item II) Richard Ferrara, President of Richard Ferrara Architect, Inc., 445 East Walnut Street, Richardson, presented information to the Council regarding the Twin Creeks zoning proposal. The realtor on this project is Baldwin Company, the civil engineer is Carter and Burgess, traffic engineer is Barton Aschman, and the residential/recreational development is to be completed by Arvida. Issues that were considered in this development include diversity of employment, anticipation of future growth, a market place for small business entrepreneurs, medical facilities, hotel/motel facilities and an up -scale residential/recreational setting. Bruce Smith, President of Arvida, presented slides showing the residential and recreational side of Twin Creeks. He reviewed the master plan, homestyles, entry landscapings, recreational areas, clubhouses and passive recreational uses in conjunction with golf courses. Mr. Smith reviewed "hike and bike" trails along the creek corridor. Richard Ferrara, using slide presentation, indicated this piece of property was analyzed not only within Allen but taking all the surrounding communities into consideration. He explained the concept of the Exchange Parkway link -up with the Dallas North Tollway and the Exchange link with SH 121. It is the desire of this group to maintain a service level "C" within this service area. Mr. Ferrara also discussed the meandering sidewalk concept along major streets to project a park -like setting throughout the area. Employment areas will also be enhanced by soft-scaping. Mr. Ferrara reviewed existing planned developments and discussed the desired changes. He stated they have reached an agreement with the AISD with regard to the various school plans and have received a letter from Dr. Davenport to this effect. It is the hope of the developer to entice a major development project to construct additional park facilities. Mr. Ferrara discussed the business designs and regulations and the desire to meet the needs of the market place in the "90's." Council took a brief recess. Mayor Farmer complimented Richard Ferrara for his presentation and indicated that the Council now had information and materials to study along with notes from tonight's presentation. Council was requested to submit any questions to the City Manager and to receive quick feed -back in writing to those questions. If the questions needed further clarifications, they would be submitted to Richard Ferrara prior to the public hearing on April 15 so those areas might be reviewed on the 15th. The proponents' presentation at the public hearing would be a modified presentation of tonight's workshop. Items of Interest to the Council (Agenda Item III) There were no items of interest. PAGE 3 (Agenda Item IV) MOTION: Upon a motion made by Councilmember Nichols and seconded by Councilmember Christakos, the Council voted seven (7) for and none (0) opposed to adjourn the special called workshop of the Allen City Council at 9:15 p.m., on Wednesday, April 7, 1993. The motion carried.
