Workshop: Twin Creeks Zoning Proposal (Agenda Item 11) Mayor Farmer reviewed the procedure for the evening which would be an open discussion on proposal issues, possibly seeking closure on certain items, and responses from the proponent regarding the Twin Creeks Zoning Proposal document. Workshop: Twin Creeks Zoning Proposal (Agenda Item 11) Mayor Farmer reviewed the procedure for the evening which would be an open discussion on proposal issues, possibly seeking closure on certain items, and responses from the proponent regarding the Twin Creeks Zoning Proposal document. ALLEN CITY COUNCIL SPECIAL. CALI.ID WORKSHOP APRIL 19, 1993 PLAN PAGE 2 The first topic of discussion was the thoroughfare alignment. Exchange Boulevard will not impact Bethany Road in this development. Exchange has been developed to provide traffic flow to Central Expressway and to central Allen, schools, city, etc. The Exchange bridge over Rowlett Creek will be complimentary to the greenbelt area and flood -plain. This bridge can be handled in a similar manner to those south of us where awards have been presented for the construction design. Without Exchange Boulevard built to Level C specifications, using the current roadway system at build -out shows roadways at 150%, 165% and 128% capacity. The ratio of commercial development to the land area has been greatly reduced in the new proposal. The carrying capacity of Exchange is not affected if Exchange Boulevard does not have a 121 interchange but leads only to the service roads. The actual size of the roadway is a part of PD regulations according to the traffic engineering study. Level C has been adopted by the Allen City Council and is in effect for the City of Allen. Subsequent to the Twin Creeks submission, additional traffic engineering studies indicate possible reduction of Level C service even with the submission of the eight -lane sections of roadway. The developer is responsible for the two outside lanes of the roadway (four lanes) and the City of Allen is responsible for the additional inside lanes whether that be two or four eventual lanes. The outside lanes will be built initially to not disturb tenants along the roadway as additional lanes become necessary This issue would possibly require a bond election in the future. However, the additional traffic required to compel additional lanes to be built would mean the additional housing and commercial that might support supplementary taxes for the City. GOLF COURSE PLAN The proponent is aware of the City of Allen's stance with regard to compatibility of a greenbelt with the golf course. It is understood that the golf course is the anchor to this community build -out but it is the desire to the Council to prioritize the greenbelt. The proponents requested the opportunity to actually design the golf course if the concept is agreed upon that the course will not interfere with the compatibility of the greenbelt. Bruce Smith, President, Arvida, reviewed a new concept plan of the golf course/greenbelt hike and bike trail. All fairways are at least 150 feet from the edge of the creek allowing for a safety zone for hike and bike trail users. It was agreed that joint planning between Arvida and the City would be necessary for functional capabilities of both the greenbelt and golf course. Once the compatibility of the linear park/trail system is agreed upon, the golf course will be laid out by professionals utilizing the safety and environmental concepts agreed upon. Although the Ordinance as presented from Twin Creeks indicates the golf course shall be part of Phase I development, the proponent will consider specific wording for Council consideration regarding the development of the golf course. There may be certain Staff control specifications with regard to additional phase buildout and the completion of the golf course. It is the goal of the proponent to have the golf course operational by October 1994. FACILITIES AGREEMENT The proponent requested that every possible step be taken in dealing with the state regarding the funding of McDermott Road improvements with a possible adjustment to the developer if such an agreement can be met ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP APRIL 19, 1993 PAGE 3 with regard to Pro -Rata funding. It was felt that this road should be on the ISTEA priority list since it is a direct road for the Plano system and eventually to the mllway system. Unlike Exchange and Alma development, the developer is unable, through the Pro -Rata fees, to actually construct McDermott since it is a state highway. Council understood the developer's concern and agreed that McDermott Road is a priority issue and will be considered for priority inclusion in the ISTEA funding projects. Renis or Interest to the Council (Agenda Item III) An additional workshop has been set for April 27 at 7:00 p.m, at the Municipal Annex regarding the Twin Creeks Zoning proposal. A ' rn (Agenda Item IV) MOTION: Upon a motion made by Councilmember Christakos and seconded by Councilmember Terrell, the Council voted seven (7) for and none (0) opposed to adjourn the special called workshop session of the Allen City Council at 9:25 p.m., on Monday, April 19, 1993.
