Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:00 p.m. on Tuesday, June 26, 2018, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Pledge of Allegiance Recognition of Outgoing City Councilmember Debbie Stout Mayor Terrell presented Councilmember Stout with a plaque recognizing her for her service to the citizens of Allen on the Allen City Council as Councilmember Place No. 3. Mayor Terrell also presented her with her nameplate as she stepped down from the Council dais. ' Administration of the Oath -of -Office and Presentation of the Certificate -of -Election Peter H. Mayor Terrell presented the Certificate -of -Election and offered his congratulations. Councilmember Doherty took her place at the Council dais. Public Recrumition Mayor Terrell moved to Agenda Item 2. 2. Presentation of Proclamations by the Office of the Mayor. • Presentation of a Proclamation to Monty Moore, CEO of Allen Community Outreach, Proclaiming July 2018 as "Give Where You Live Month." • Presentation of Proclamation to Gail Donaldson, Water Conservation Manager, Proclaiming July 2018 as "Stuart Irrigation Month." Mayor Terrell returned to Agenda Item 1. Citizens' Comments. Doug Gallagher, 204 Glenwick Place, Allen, Texas, spoke regarding public transportation for seniors and residents with disabilities in Allen. Mr. Gallagher also addressed term limits for the Allen City Council. The following individuals addressed Council regarding term limits for the Allen City Council: • Paul Konrad, 1202 Waterdown Drive, Allen Texas; • Naomi Emmett, 1706 Leander Court, Allen, Texas; and; • John S. Emmett, 1706 Leander Court, Allen, Texas, 3. Presentation of the Planning and Zoning Commission's Annual Report by Chairperson Ben Trahan. 4. Presentation of the Board of Adjustment/ Building and Standards Commission/Sign Control Board's Annual Report by Chairperson Deborah Angell Smith. Consent Aaenda MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows: 5. Approve Minutes of the June 12, 2018, Regular City Council Meeting. 6. Adopt an Ordinance Approving and Enacting Supplement No. 14 to the Code of Ordinances. ORDINANCE NO. 3585-6-18: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ' ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 14 TO THE CODE OF ORDINANCES; PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE MAYOR AND ATTESTATION BY THE CITY SECRETARY; PROVIDING A REPEAL OF I ALLEN CITY COUNCIL REGULAR MEETING JUNE 26, 2018 DRAFT PAGE 3 CERTAIN ORDINANCES; PROVIDING EXCEPTIONS TO REPEAL; PROVIDING A PENALTY FOR SUCH VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE. 7. Adopt an Ordinance Amending the Code of Ordinances, Chapter 9 — Motor Vehicles and Traffic, Section 9.137(b), in Order to Create a School Zone for Preston Elementary. ORDINANCE NO. 3586-6-18: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 9, SECTION 9-137(b), BY ADDING SUBSECTION (24) FOR PRESTON ELEMENTARTY SCHOOL; PROVIDING FOR A REPEALING CLAUSE; PROVIDING FOR A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE. 8. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement Authorizing the Donation of Surplus Law Enforcement Property to the City of Trenton, Texas. RESOLUTION NO.3587-6-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL COOPERATION AGREEMENT WITH THE TOWN OF TRENTON, TEXAS, RELATING TO THE DONATION OF SURPLUS LAW ENFORCEMENT PROPERTY (THE "PROPERTY"); AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE; AND PROVIDING AN EFFECTIVE DATE. 9. Authorize the City Manager to Execute a Contract with Knight Erosion Control, Inc., in the Amount of $137,463 for the Waterford Park Sanitary Sewer Creek Crossing Stabilization Project. 10. Authorize the City Manager to Execute a Five -Year Lease Agreement with Government Capital Corporation through BuyBoard Cooperative Purchasing and National Joint Powers Alliance (NJPA) in the Annual Lease Amount of $157,905 for Golf Course Maintenance Equipment at The Courses at Watters Creek. 11. Receive the Summary of Property Tax Collections as of May 2018. The motion carried. Councilmember Clemencich expressed appreciation to City staff for repurposing police equipment through donation rather than destruction. Reeular Aeenda Other Business 12. Calendar. ' • June 30- Market Street Allen USA Celebration presented by Texas Health I Allen, Celebration Park, 4 p.m. ALLEN CITY COUNCIL 1 PAGE 4 • Councilmember Brooks congratulated his daughter, Brenna Brooks, on her early acceptance to Washington University in Seattle, Washington. • Council recognized Boy Scout Troops 1299, 1334 and Girl Scout Troop 6424 in attendance as a requirement for earning a merit badge. • Council wished happy birthday to Assistant City Manager Eric Ellwanger. Executive Session The Executive Session was not held.
